This solicitation is a Request for Quote (RFQ) for non-personal services to provide Diagnostic Radiologic Technologist (X-ray Tech) healthcare providers to the Outpatient Radiology Department at Pinon Health Center, Navajo Area Indian Health Service (IHS). The services are intended to support the mission of the IHS by improving the physical, mental, social, and spiritual health of American Indians and Alaska Natives.

• Provide uninterrupted outpatient Diagnostic Radiologic Technologist services.

• Perform radiographic studies used in medical diagnosis and interpreted by medical officers.

• Work under the general technical and administrative supervision of the Pinon Health Center Acute Care Services Medical Officer or their designee.

• Adhere to competency standards, departmental practices, and the Performance Work Statement (PWS).

• Maintain patient confidentiality and adhere to HIPAA standards, Privacy Act, and IHS policies.

• Utilize IHS information technology systems and adhere to IT security policies.

• Provide required documentation, including medical records, and maintain them according to established standards.

• Wear a government-issued contractor identification badge at all times.

• Complete mandatory orientations and training, including Information Systems Security Awareness (ISSA) and Protecting Children from Sexual Abuse by Health Care Providers training.

• Undergo character investigation and background checks.

• Contract Type: Labor-hour type contract.

• Period of Performance: May 1, 2026, to April 30, 2027.

• Delivery Date: April 30, 2027.

• Estimated Quantity: 2,080 hours per year.

• Proposals will be evaluated based on three volumes: Administrative Documents, Past Performance, and Technical Capability and Approach. Price will be evaluated separately.

• Evaluation Factors: Past Performance, Technical Capability and Approach, and Price. Past Performance and Technical Capability are significantly more important than cost or price.

• Offerors must provide a minimum of (2) and no more than (5) completed Contractor's Performance Assessment Reporting System (CPAR) reports and a minimum of (2) Past Performance Questionnaires.

• The offeror agrees to hold prices firm for 60 calendar days from the offer due date.

• This acquisition is unrestricted.

• Contractor must utilize the Chinle Service Unit's (CSU) Electronic Health Record (EHR) system for documentation.

• Contract type will be labor-hour.

• Period of Performance: May 1, 2026, to April 30, 2027.

• Delivery Date: April 30, 2027.

• Estimated Quantity: 2,080 hours/year.

• Hourly Rate: To be provided by the offeror.
