Key Requirements & Instructions

• Technical Documents: Associated technical documents, such as drawings, IRPOD, and STRs, are available at https://logistics.unnpp.gov and https://logistics.bpmionline.net/ecommerce/default.asp. • Order of Precedence: In case of conflict, amendments take precedence, followed by the schedule of supplies, terms and conditions, IRPOD/Master Procurement Specification, STRs, drawings, and then specifications.
• Document Revisions: Contractors must comply with specified revisions. Written approval from the Contracting Officer is required to use other revisions or portions of different revisions.
• Waivers/Deviations: Requests for waivers or deviations from technical requirements or delivery dates must be submitted in advance with a detailed explanation, justification, and an evaluation demonstrating no adverse effect on quality, form, fit, or function. Supporting technical data is required for proposed alternate items.
• Mercury Exclusion: Hardware or supplies under this contract must not intentionally contain or come into direct contact with mercury or mercury-containing compounds.
• Quality Assurance: Requirements are detailed in the Individual Repair Part Ordering Data (IRPOD). Contractors must maintain an inspection system acceptable to the Government.
• Packaging: Packaging requirements follow MIL-PRF-23199, with specific clarifications for MIL-DTL-24466 green poly bags for items subject to cleanliness controls (e.g., MIL-STD-767, MIL-STD-2041). Fire retardant packaging is no longer required. MIL-STD 2073 also applies.
• Deliverables:
  • Certificate of Compliance (DI-MISC-81356): Submit at the time of material delivery to NAVSUP-WSS code N9433.
  • Cure Date Certificate (DI-MISC-81318): Submit at the time of material delivery to NAVSUP-WSS Code N9433.
  • Procedure Package (DI-QCIC-8871): Submit one package of applicable procedures, drawings, and pre-manufacturing submittals within 45 days after contract award to the Contracting Officer (NAVSUP-WSS code N9433) for approval.
• DD Form 1423: Detailed guidance is provided for understanding and completing DD Form 1423, including explanations of blocks, distribution statements, submission frequencies, and pricing groups.
• Nuclear Reactor Publications: Specific instructions are provided for requesting nuclear reactor publications and commercial specifications/standards.
