This is a combined synopsis/solicitation for commercial services to provide training for ten personnel on Critical Infrastructure Targeting Training. The training will cover the scope of practice and critical skills outlined in Annex A of the 1st Special Forces Command (1SFC) J4 Additional Skill Identifier (ASI) credentialing procedures. The objective is for participants to demonstrate proficiency in skills related to infrastructure assessment and analysis, CARVER methodology, joint targeting, planning for denied environments, interagency coordination, and Intelligence Information Reports.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide operators with critical infrastructure targeting qualifications as outlined by 1SFC credentialing procedures and 1SFC Regulation 350-1. This involves a course of instruction (COI) covering infrastructure assessment and analysis, CARVER methodology, joint targeting process, planning for operations in denied areas, interagency coordination, and Intelligence Information Reports.

• Provide expert instruction for up to 10 students over approximately 12 days (May 4-15, 2026).

• Instructors should be former US Special Forces, civilian or government US law enforcement, private investigators with infrastructure expertise, or intelligence community experts.

• Training topics include: infrastructure analysis, targeting and sabotage, various sectors (maritime, rail, airports, energy, oil & gas, mining, telecommunications, industrial control systems), CARVER analysis, CONOPs, operation proposals, and target packets.

• Training will include classroom instruction and practical exercises (PE) at various sites, potentially including site visits to relevant infrastructure.

• Skills will be tested via written exams and hands-on demonstrations in realistic scenarios.

• The Acceptable Quality Level (AQL) for skills testing is Pass or Fail.

• The desired outcome is for all participating operators to demonstrate proficiency in the identified skills and knowledge areas.

• Period of Performance: May 4, 2026 - May 15, 2026.

• Place of Performance: Within 100 miles of Fort Carson, CO. Classroom instruction within 10 miles of Fort Carson. Practical exercises in Colorado Springs, Denver, and Pueblo areas, and at contractor-planned infrastructure locations within 100 miles of Fort Carson.

• Contractor must have unique relationships with infrastructure partners for training access.

• Contractor must have relevant past experience working with US Army Special Forces units.

• Personnel require specific training certifications (IA/IT, AT Level I, OPSEC, IA, TARP, iWATCH).

• Personnel must meet stringent security requirements, including TOP SECRET facility clearance and individual clearances.

• Contractor must develop and implement a Quality Control Plan (QCP) and an Operations Security (OPSEC) SOP/Plan.

• The contract is anticipated to be a Firm Fixed Price (FFP) type.
