Scope of Work
This Request for Quotation (RFQ) requires the manufacture and delivery of 100 each THU-13A Cutters, Cartridge Actuated, along with 23 production lot test samples (20 for test, 3 for investigative purposes). Key requirements include:
- Adherence to drawing 855AS101, Revision H, dated 10/03/2025, and DFARS 252.211-7003 for Item Identification and Valuation.
- Maintaining equipment baseline configuration, with Government approval required for any changes.
- Notifying the USG of pending/emergent obsolescence issues and providing Diminishing Manufacturing Sources and Material Shortages (DMSMS) reports.
- Strict compliance with packaging, marking, and transportation standards including MIL-STD-129, MIL-STD-2073, CFR 49 171-178, MIL-STD-130, DLAR 4145.41, and MIL-DTL-85097E.
- Implementing Unique Item Identification (UID) for investigative units.
- Conducting Non-Destructive Test (NDT) and destructive testing, with production lot testing completed within 30 days of sample selection and witnessed by the cognizant QAR.
- Handling hazardous materials with proper labeling and Material Safety Data Sheets.
- Delivering comprehensive data items as specified in the Contract Data Requirements List (CDRL), including Product Baseline Index, Obsolescence Alert Notice, DMSMS Health Assessment Report, Test/Inspection Reports, Failure Summary and Analysis Report, Acceptance Test Plan, Radiographic Report and Film, and Ammunition Data Card.
