This solicitation is for the purchase of three new helicopters for the U.S. Department of the Interior (DOI) to support the United States Park Police (USPP) in law enforcement, medevac, visitor security, search and rescue, high-risk prisoner transport, and Special Weapons and Tactics (SWAT) missions. Notice of Intent to Sole Source

The Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), intends to award a firm fixed price sole source contract to Bell Textron, Inc. for the procurement of two new Bell 412EPX helicopters and one new Bell 407GXI helicopter. This action is on behalf of the United States Park Police (USPP).

• The required aircraft are the only helicopters in their size class with the necessary performance capabilities for USPP missions, including hoist, Medevac, search and rescue, surveillance, law enforcement support, dignitary protection, and mass casualty response without configuration changes.

• Aircraft in the same engine category lack the required lifting capability, endurance, or mission versatility.

• USPP pilots are trained on Bell aircraft, and using the same platform optimizes pilot performance, mission success, and safety by minimizing differences in emergency procedures, performance, and limitations.
