Scope of Work
NIST requires a 1550 nm pulsed fiber-coupled laser system with specific technical parameters:

Contract & Timeline
- Contract Type: Firm Fixed Price.
- Delivery: Required within eight (8) Weeks After Receipt of Order (ARO), FOB Destination. Acceptance within 14 days after receipt.
- Warranty: Base manufacturer warranty is acceptable; vendors must detail specifics for labor, parts, travel, cost/liability for returns, and warranty length.
Submission Requirements
Quotations must be submitted electronically to lisa.stevens@nist.gov by the due date. Submissions must include:
- Information demonstrating capability to meet or exceed requirements.
- A firm fixed price quote, including all shipping and delivery fees (Net 30 payment terms).
- Country of origin/manufacture and FOB Destination details.
- Company SAM Unique Entity ID and completed Representations and Certifications.
- Technical Quotation: Must provide a detailed technical description, product literature, and/or drawings demonstrating how the proposed system meets each minimum requirement, with citations. Simply stating compliance is insufficient.
- Price Quotation: Must be submitted separately from the technical quotation and remain valid for 90 days.
Evaluation Criteria
Proposals will be evaluated on two factors:
- Factor 1 – Technical Capability: Evaluated on an Acceptable / Unacceptable basis. The proposed technical approach must demonstrate a clear and unambiguous understanding and ability to meet minimum requirements.
- Factor 2 – Price: Evaluated for reasonableness. Price realism will not be conducted.
