Quick Summary

The NAVSUP Weapon Systems Support (NAVSUP WSS) has issued a sole source solicitation for the repair and modification of critical aircraft components, including the NRP, SCR Output Switch (NSN 1680-01-621-6681, P/N 3890AS00481-01), Chopper Assembly, ED (NSN 1680-016216686, P/N 3890AS000508-01), and Position Sensor Con (NSN 1680-01-644-7167, P/N 0401741041). This requirement is for items classified as Flight Critical or Critical Safety Items (CSI). Proposals are due April 24, 2026.

Scope of Work

This solicitation covers the repair, overhaul, and inspection of the specified aircraft components to return them to a Ready For Issue (RFI) condition. The contractor will be responsible for providing all necessary facilities, labor, materials, parts, and test/tooling equipment. Work must adhere to applicable repair manuals, technical specifications, engineering orders, and drawings. Key requirements include:

  • Compliance with MIL-STD-130 for markings.
  • Adherence to ISO 9001/SAE AS9100 quality systems and ANSI/NCSL Z540.3 calibration standards.
  • Development and maintenance of a Configuration Management plan.
  • Detailed inspection procedures, including 100% inspection for critical and major characteristics, and specific AQLs for other features.
  • Procedures for handling Beyond Economical Repair (BER) and Missing on Induction (MOI) items, requiring DCMA concurrence.
  • Strict control over purchased materials and parts, with cannibalization generally not authorized without specific approval.

Contract & Timeline

  • Type: Solicitation (Sole Source)
  • Set-Aside: None (Sole Source)
  • Proposal Due: April 24, 2026, by 6:00 PM EST
  • Published: March 25, 2026

Source Approval & Eligibility

This is a sole source requirement because the Government lacks sufficient data to contract with other sources. Unapproved sources may submit a Source Approval Request concurrently with their proposal, including:

  • Complete configuration drawings and test procedures for similar items produced within the last three years.
  • Complete process/operation sheets, including subcontractor details.
  • Copies of purchase orders and shipping documents for production quantities.
  • A detailed comparative analysis between the similar part and the part(s) seeking approval.
  • Inspection method sheets. Failure to provide all required data from the NAVSUP WSS Source Approval Brochure will result in proposals not being considered.

Quality Assurance & Control

Rigorous quality assurance is mandated, including NAWCADLKE inspection surveillance for the first lot and subsequent lots if necessary. The contractor must notify NAWCADLKE QA (Gianpiero Geranio at Gianpiero.geranio.civ@us.navy.mil) at least 14 working days in advance for final and in-process inspections.
