Statement of Work (SOW)

To establish a Blanket Purchase Agreement (BPA) for providing lodging for members of the 182d Airlift Wing (AW) and tenant units participating in or supporting Regularly Scheduled Drills (RSDs).

• Provide all personnel, supervision, facilities, and services necessary for lodging.

• Offer rooms and related services for 182 AW and other designated personnel during weekend RSDs.

• The program site is the 182 AW, 2416 S. Falcon Blvd., Peoria, IL 61607.

• Reservations: Accept reservations 24/7 on a first-come, first-serve basis. Reservations made by individual members but secured via the BPA. Government charged only for utilized rooms. Late arrival rooms must be guaranteed. Single rooms may be designated in lieu of double rooms at no additional cost if doubles are unavailable.

• Room Assignments: Male and female guests shall not share rooms. Married couples are not automatically roomed together. Officers and enlisted guests shall not share rooms.

• Parking: Adequate, secure, and lighted onsite parking facilities required.

• Check-in Procedures: Front desk staffed 24 hours. Military ID required for Government rate. Personal payment method required for incidental charges. Normal check-in time is 4:00 PM, but earlier check-in allowed if rooms are available. Secure luggage storage must be provided.

• Cancellations: Processed through the Contracting Office or COR. Hotel to be notified by 1300 on the day of arrival. No reservation number means the individual will be turned away.

• No Shows: Provide a list of no-shows to the 182 MSC by 11:00 AM the day after occurrence. Government responsible for and guarantees payment of rooms reserved but not used.

• Room Cleaning: Rooms must be clean and comfortable. Daily housekeeping services required, including replenishing towels, vacuuming, cleaning toilets, replenishing soap, and providing one clean drinking glass per occupant. Bed linens changed at least weekly or upon checkout. Deep cleaning and preventative maintenance checks required quarterly.

• Room Descriptions: Rooms must have air conditioning, adequate heating, be clean, and free of allergens. Minimum amenities include a 32-inch color television, dresser/closet, alarm clock. Single rooms require a queen/king bed; double rooms require two double/queen beds. Private bathrooms with functioning tub/shower, toilet, sink, adequate toiletries, and a large mirror with lighting are required. Hot water must be adequate.

• Lost and Found: Efficient procedures for handling and returning lost-and-found items.

• Check-out Procedures: Military ID required for Government rate. A current Reservation Listing will be provided monthly. Hotel responsible for charges if an individual is provided a room without authorization.

• Sign-in Roster: Members must sign a roster provided by the Base Lodging Office.

• Billing Procedures: Submit summary invoices monthly or upon BPA expiration. Individual invoices required upon request. Payment made via Base Contracting Office Lodging In Kind (LIK) GPC.

• Non-smoking Policy: All rooms are non-smoking. Contractor may charge for cleaning if smoking occurs.

Comply with Federal, State, and Local sanitation laws and regulations.

• Provide a full-time BPA Coordinator/Point of Contact (POC) responsible for performance.

• Front desk staff must be present at all times. Cannot employ off-duty QA personnel or US Government employees if it creates a conflict of interest.

• No third-party contracts.

• Government will not provide equipment, facilities, or labor.

• Government will provide necessary documents (e.g., RSD dates, authorized KOs).

• Provide all applicable facilities, equipment, and properties not listed as Government furnished.

• Property must meet fire protection, safety, and sanitation requirements.

• 182 AW Policies: Wing Commander reserves the right to refuse service.

• Training: Provide necessary employee training and maintain records.

• Security Requirements: Guest safety and security are paramount. Staff shall not give out room numbers or personal information unless authorized. Key control procedures must be implemented.

• Hotel Location: Hotels must be within 20 miles of the 182d Airlift Wing, Peoria, IL 61607.

• Hotel Inspection: Hotels will be inspected by 182 AW personnel prior to award and periodically thereafter.

• Room Rates: Priced per night, including taxes. Rates billed as per solicitation and awarded BPA, not to exceed Government Per Diem. Initial rates valid for 1 year. Contractor shall not terminate reservations to accommodate private customers.

• Acts of Nature: Contractor not liable for damages due to causes beyond control. Equitable adjustment may be made for service interruptions exceeding 48 hours.

• System for Award Management (SAM): Contractors must be registered in SAM to do business with the Government. Provide Unique Entity Identifier (UEI), CAGE code, and Federal Tax ID number with quote.

This solicitation, W50S7T26QA004, is for "Inactive Duty Contract Quarters" in Peoria, Illinois. It is a Blanket Purchase Agreement (BPA) to provide rooms and related services for the Peoria Illinois Air National Guard personnel during supporting weekend Regularly Scheduled Drills (RSD's), Split Regularly Scheduled Drills (SRSD's), and Active Duty for Training.
