This is a combined synopsis/solicitation for commercial products and services for the FY26 Dillon Boat Docks project. The Bureau of Reclamation requires the supply, delivery, and setup of two new boat docks at Clark Canyon Reservoir, Beaverhead and Lewis and Clark Campgrounds in Dillon, Montana. This announcement constitutes the only solicitation, and a written solicitation will not be issued.

• Two floating modular boat docks.

• One dock to be 40 feet long, the other 60 feet long, both 8 feet wide.

• Docks must be self-anchoring and self-aligning, capable of withstanding winds of at least 50 mph.

• Docks must include a 2-year minimum warranty on workmanship, structural components, decking, and flotation.

• Floats must have a 100% non-prorated warranty for a minimum of 8 years.

• Delivery and setup required within 90 calendar days after award.

• Salient characteristics for the docks are detailed in Attachment No. 01.

• Contract type: Firm Fixed-Price purchase order.

• Period of Performance: Delivery and setup within 90 days of award.

• Estimated Value: Not specified.

• Proposals are due by April 2, 2026, at 3:00 PM MDT.

• Evaluation: The proposed product must meet the salient characteristics list. Technical and past performance are not applicable.

• This solicitation is issued as a Sole Source to Damon Designs Inc. in accordance with FAR 13.106-1(b)(1).

• Offerors must be registered in the System for Award Management (SAM).

• Payment requests must be submitted electronically through the Invoice Processing Platform (IPP) System.

• Applicable FAR, DIAR, and RAR clauses and provisions are incorporated by reference.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the salient characteristics for the delivery of two (2) floating modular boat docks, one measuring 40 feet long and the other 60 feet long, both 8 feet wide.

• Dock Dimensions: Two modular docks, 8 feet wide. One 40 ft long, one 60 ft long.

• Mobility: Docks must be easily removable using a 1½ ton pickup or utility tractor. Contractor to provide two hitches. Docks must be self-anchoring and self-aligning for movement, without fixed anchors or driven posts.

• Environmental Resistance: Docks must withstand winds of at least 50 mph from any direction and accompanying wave action with minimal deflection. A flow-through design is required to reduce wave impact and wind resistance.

• Shoreline Interaction: Dock carrier frame and rollers must handle uneven and rocky shores and reservoir bottoms, allowing anchoring without creating side slopes. The frame must support the entire floating unit for on-site winter removal and storage.

• Approach Ramp: Must be continuous across the dock width, easily removable, and hinged to fold back. It must remain level side-to-side and self-maintain level with water fluctuations on a 1:12 slope or less for handicap accessibility. Hinges should create a maximum 12-inch gap between ramp and deck.

• Structural Specifications:

  • Frame: Minimum 120 cold-formed square tube steel (1 ½" x 1 ½"), all welded construction, powder coated grey.
  • Flotation: Rectangular polyethylene cases filled with polystyrene, sealed, and positively fastened to the frame for easy removal/replacement. Flotation must be within protected areas. Minimum freeboard of 12 inches under dead load, and not less than 8 inches under dead load plus a live load of 30 psf.
  • Decking: 2-inch x 6-inch composite material, placed perpendicular to travel, fastened with at least two self-tapping screws per support, countersunk. Gaps between boards not to exceed 1½-inch. Decking color: grey.
  • Connections: Flexible connections between units capable of transmitting loads. Connections should not protrude above the deck and create no more than a 12-inch gap between planks. Continuous type hinge and pin secured.
  • Rub Rails: 2-inch x 6-inch composite material on the frame, flush with the deck, extending 3 inches above the deck, running parallel along the outer edge.
  • Anchor Frame: Rolling anchor frame with a knee joint allowing up to 18 feet of fluctuation for water level changes without dock movement.
  • Loading Rail: Each dock must have a loading rail for easier boat access.

• Load Requirements:

  • Dead Load: Entire weight of floating units and specified equipment.
  • Live Load: Minimum 50 psf for dock and ramp.
  • Deck Surface Load: 300 lbs plus 33% impact (400 lbs) over a 12'x12' area; uniform load of 50 psf; flotation load of 30 psf. Maximum deflection of ramp and deck: 1/180.
  • Torsion Resistance: Frame must prevent torsion, racking, and twisting with no more than 3 inches of freeboard variation under normal load.

• Delivery and set-up at Clark Canyon Reservoir, Beaverhead and Lewis and Clark Campgrounds.

• Docking System: 2-year minimum warranty on workmanship, structural components, decking, and flotation.

• Floats: 100% non-prorated 8-year warranty against sinking, cracking, fragmenting, or loosening beads.

Notice of Intent to Sole Source

This notice indicates the Bureau of Reclamation's intent to award a purchase order to Damon Designs, Inc. for two floating rolling dock systems. These systems are required for the Clark Canyon Reservoir, Beaverhead and Lewis and Clark Campgrounds, to allow for easy movement in/out of water and adjustment to changing water levels.

• A Request for Quote (RFQ) is anticipated under solicitation number 140R6026Q0017.

• The RFQ is expected to be issued on or around March 11, 2026.

• Quotes will be due approximately 30 business days after issuance.

• An award is anticipated on or around May 11, 2026.

• This procurement is being conducted as a sole source requirement, citing FAR 13.106-1(b)(1), as Damon Designs, Inc. is considered the only responsible source.

• Simplified Acquisition Procedures will be used.

• Vendors who believe they can provide the required services are encouraged to submit a written Letter of Interest and capability statement.

• Submission deadline: February 9, 2026, at 3:00 PM MDT.

• Include SAM Unique Entity Identification (UEI) Number and Tax Identification Number (TIN).
