Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (Request for Quote - RFQ) for commercial products or services, prepared in accordance with FAR Part 12. The Defense Logistics Agency (DLA) Distribution Acquisition Operations J7 is seeking quotes for two (2) new Industrial Air Compressors for DLA Distribution Richmond, VA (DDRV). This announcement is the only solicitation, and written solicitations will not be issued.

• Product: Two (2) Ingersoll Rand RS45-75N Industrial Air Compressors.

• Configuration: Compressors must be configured to connect to existing air storage tank and dryer.

• Condition: All equipment must be new from the manufacturer's most current production, meet current industry standards, and conform to the best quality of materials and workmanship.

• Accessories: Necessary accessories to furnish complete systems ready for use must be included.

• Installation: All installation, electrical, and air line connections will be performed by Government Technicians.

• Warranty: Manufacturer's standard warranty, not less than one year for parts and labor.

• Manuals & Training: One (1) complete set of Operator, Parts, and Service Manuals with each machine.

• Tasks:

  • Task 1: Fabricate and deliver the two specified air compressors.
  • Task 2: Confirm proper installation and conduct initial commissioning after government installation.

• Contract Type: Firm-Fixed Priced (FFP) purchase order.

• Delivery: 45 days after receipt of order.

• Submission Method: Quotes must be submitted electronically via email to Brian.keckler@dla.mil. Facsimile and hard copy submissions will not be accepted.

• Quote Validity: Prices must be held firm for 30 calendar days from the receipt date.

• Evaluation: Award will be made on an "all or none" basis to the responsive, responsible Offeror with the lowest technically acceptable price for all CLINs. Evaluation is based on Lowest Technically Acceptable Price. Non-price factors (Technical Capability, Past Performance) are evaluated on an Acceptable/Unacceptable basis. Price is the determining factor for technically acceptable offers.

• Closing Date: March 31, 2026, 1:00 PM EST.

• Set-Aside: This solicitation is a 100% small business set-aside.
