Scope of Work
The contractor shall provide support to simulate realistic conditions for training personnel and enhance domestic contingency readiness. Key services include:
- Role Players: Supplying and managing role players for realistic scenarios.
- Moulage/Clothing: Applying mock injuries and providing appropriate attire.
- Weighted Manikins: Providing various sizes for casualty simulation.
- Simulants & Lumber Package: Supplying materials for training exercises.
- Subject Matter Experts (SMEs): In areas such as rope rescue, confined space, structural engineering, medical examiner functions, and Incident Command System (ICS).
- Simulation Cell (SIMCELL): Personnel and equipment for digital simulation of CBRN Enhanced Response Force Packages (CERFP) and Civil Support Teams (CST).
- Ambulance Service: Two ambulances with certified personnel (EMT or higher).
- Site Support: Simulated Collapsed Structure Site (SCSS) reset, downed tree obstacles, and radiation buttons.
Performance will occur from August 6-11, 2026, primarily at Clarke Range, Alexandria, AL, with additional tasks at Fort Stewart, GA, and Dobbins ARB, GA.

Submission & Evaluation

Offer Content Requirements:

- Past Performance: Record of past and current performance, relevance to PWS, and quality (rated Substantial, Satisfactory, Limited Confidence). CPARS will be used.
- Price: Evaluated for reasonableness on a fixed-price basis. Unreasonable, unrealistic, or unbalanced prices may be eliminated.
Questions: Must be submitted in writing to both POCs no later than 3 days after solicitation issuance. A site visit will only be conducted if requested within 5 days of solicitation issuance.
Special Requirements
Contractor personnel require background checks, may need Common Access Cards (CAC), and must complete AT Level 1, iWATCH, and OPSEC training. Compliance with installation access and security policies is mandatory. Contractors must submit Daily Status Reports (DSR), Contractor Manpower Reporting (CMR), and a Quality Control Plan (QCP). Personnel must clearly identify themselves as contractors and wear distinguishing badges.
