This solicitation is for the procurement of 13 metal detectors for the 2026 Air Show, which will take place at JBSA Randolph, TX. The 502d Contracting Squadron at JBSA Lackland, TX is issuing this solicitation.

• The solicitation includes various FAR and DFARS clauses incorporated by reference and in full text, covering topics such as electronic submission of payment requests, contract terms and conditions, and representations and certifications.

Statement of Work (SOW)

To provide and manage walk-through metal detectors for the 2024 Great Texas Air Show at JBSA-Randolph Air Force Base.

• Provide, deliver, assemble, calibrate, and test 13 walk-through metal detectors.

• Provide a minimum of two (2) plastic trays for keys, watches, etc., per unit.

• Provide a hand-held metal detection wand with sufficient batteries and/or charging bases/cords.

• Install units at three designated locations: 3 units at the first, 4 units at the second, and 6 units at the third.

• Contractor technicians must remain on-site to monitor operations throughout the event.

• Ensure units are not removed from operation earlier than 1800 hrs on May 3, 2026.

• Disassemble and remove all units from the site by 1700 hrs on May 4, 2026.

• Provide additional back-up units to maintain an operational total of 13 units.

• Provide four "A" frame signs with specific verbiage regarding metal detectors and prohibited items.

• Detectors must have an audible alarm and visual LED light signal when a target is detected, indicating the side of the target.

• Provide suitable matting if proposed areas are not acceptable for placement.

• Event Dates: May 1-3, 2026 (0900-1700 hrs daily).

• Installation and testing: No later than 1700 hrs on April 30, 2026.

• Removal: No sooner than 1900 hrs on May 3, 2026, and no later than 1700 hrs on May 4, 2026.

• Location: JBSA-Randolph Air Force Base, TX 78150.

• Security: Contractor employees must submit names, driver's license numbers, state of issue, and Date of Birth at least 30 days prior to the event for background vetting.

• Access: Contractor employees will be background vetted through the National Crime Information Center database. Minimum qualifications for physical access must be met.

• Vehicle Searches: Contractor vehicles will be searched prior to access.

• Prohibited Items: No firearms or weapons are allowed on the property, regardless of permit. Contractor employees in possession of concealed or openly carried firearms will be denied entry.

• Government Furnished Property: Nine (9) 50" Extension Cords, Power Outlet (~100 feet from each set up location), and a Generator capable of electrical output for each set up location.

• The detector must be equipped with the ability for "forward only" directional counting. This option is desired but not required.
