This document provides responses to vendor questions regarding the "2026 HAFB Air Show Lodging" solicitation (Notice ID FA8201-26-Q-0010). It is a live document that will be updated until the inquiry deadline of March 19, 2026, 1000 MDT.

• Third-Party Companies: Permitted to respond as prime contractors, provided they meet all solicitation requirements and are small businesses registered in SAM.gov.

• Multiple Hotels: Allowed, with a government preference for a maximum of two locations for efficiency. Each proposed hotel must meet all solicitation requirements.

• Hotel Rating: No minimum commercial star or diamond rating is specified; facilities must meet all requirements outlined in the solicitation.

• Proximity: Lodging must be within a 10-mile radius of Hill Air Force Base.

• Parking: No specific estimate provided. Offerors must ensure sufficient, accessible parking for 120 rooms.

• Room Mix: Required room mix is 80% single occupancy and 20% double occupancy.

• Dates: Check-in is June 25, 2026; check-out is June 29, 2026. The government covers 4 nights per traveler.

• Room Release: Rooms will be released one week before the airshow.

• Reservation Method: Links or group codes are preferred.

• Tax Exemption: A Tax Exemption Certificate will be provided to the awarded vendor.

Statement of Work (SOW)

To provide lodging services for authorized personnel supporting the Hill Air Force Base Air Show/Open House from June 25-28, 2026.

• Furnish 120 non-smoking rooms in a facility located between Ogden, UT and Layton, UT.

• Rooms to be provided at the current government rate.

• The Government's obligation is limited to the extent of rooms used by authorized personnel.

• Standard Lodging Facility Requirements/Services:

  • 24-hour check-in/out, wake-up, and message service.
  • Central TV antenna or cable TV, Wi-Fi (desired).
  • Smoke detectors in hallways.
  • Air conditioning, iron, ironing board, ice machines.
  • Adequate parking space for all guests.
  • Local information packet.
  • Secure luggage storage areas.

• Room Requirements/Services:

  • Single or double bedrooms with standard amenities (pillows, sheets, firm mattress, blankets, carpeting or floor covering, lamp, color TV, closet space, smoke detectors, thermostat, telephone, iron, ironing board, notepad, pen).
  • Bathrooms with vanity, mirror, light, exhaust fan, and privacy features.
  • Furnishings and equipment must be clean and free from defects.
  • Individual room-controlled heating and air conditioning (in season).
  • "Do Not Disturb" signs available.
  • Rooms shall be non-smoking.
  • Rooms shall comply with the American Disabilities Act (ADA).

• Custodial/Sanitation Services: Daily room cleaning, bed making, linen change (at least weekly or upon occupancy change), provision of soap, bath towels, hand towels, wash cloths, drinking glasses, facial tissues, and bathmat.

• Safeguarding Valuables: Provide a means of storing and safeguarding small high-value personal property in a safe or vault.

• Event Dates: June 25 - 28, 2026

• Location: Facility between Ogden, UT and Layton, UT.

• Advance Reservations: Accept advance reservations with an automatic cancellation provision if not confirmed by 6 p.m. on the scheduled arrival date.

• Disorderly Conduct: Incidents of disorderly conduct by military personnel must be reported to the contract POC. Itemized lists of damages must be submitted to the Contracting Officer.

• Utilities Failure: If utilities fail for more than four hours (excluding area-wide failures), the contractor must relocate occupants to an equal or better facility at no cost.

• Billing: Adhere to the specified billing process, with payments made through WAWF. Invoices should only reflect room charges; no taxes are to be charged.

• Extra Services: Any services not specified or normally included in the room rate are the responsibility of the individual requesting them.

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation for commercial lodging services in support of Air Show Personnel over the Wasatch Air Show. It serves as the only solicitation, and no separate written solicitation will be issued. The acquisition is set-aside for small business concerns.

• The government requires off-base hotel rooms for Air Show Personnel on the following dates:

  • June 25, 2026: 120 rooms
  • June 26, 2026: 120 rooms
  • June 27, 2026: 120 rooms
  • June 28, 2026: 120 rooms

• All CLINs (Contract Line Item Numbers) will be established on a firm fixed price basis.

• Proposals must indicate if the vendor can achieve a Period of Performance (PoP) of June 25-28, 2026.

• The contract will be awarded on a Lowest Price Technically Acceptable (LPTA) basis.

• Award will be made to the vendor with the lowest price that also meets the requirements listed in the Statement of Work.
