• Power and Water for Comfort Station Trailers: The government will provide a generator for power. However, contractors must supply their own self-contained water source.

Statement of Work (SOW)

• 2 10-Stall Comfort Stations (requires power and water hookups)

• Daily servicing includes pumping, waste removal, restocking supplies, cleaning, sanitizing, ensuring ADA accessibility, and inspecting for damage.

• On-site support includes one supervisor with a pump truck and a minimum of 4 personnel on foot for restocking.

• Placement of units will be coordinated with Hill AFB event personnel for safety, security, and crowd-flow.

• Contractor is responsible for proper waste disposal in accordance with federal, state, and local regulations.

• All units must be clean, stocked, and operational at the start of each Airshow Day.

• ADA units must meet all accessibility requirements.

• Equipment must remain safe and sanitary throughout the event.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items and services for portable sanitation for the Warriors Over the Wasatch Airshow at Hill Air Force Base, Utah, from June 26-28, 2026. The acquisition is for "other than full and open competition" under NAICS code 562991.

• Furnish all labor, equipment, materials, transportation, and supervision for portable sanitation services.

• Supply, deliver, and install standard and ADA-compliant portable toilets, hand-wash stations, 250-gallon holding tanks, and potentially baby changing stations.

• Maintain all units in a clean, sanitary, fully stocked, and operational condition throughout the airshow.

• Proposals will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis.

• Award will be made to the vendor with the lowest price that meets the Statement of Work requirements.

• All quotes must be valid for 30 days.

• Quotes must be submitted via SAM.

• The Government reserves the right to award with or without discussions.
