This is a combined synopsis/solicitation for winter jet fuel delivery to Ikpikpuk. The Bureau of Land Management (BLM) is seeking offers for this requirement.

• Procurement of 1300 gallons of Jet A Fuel for Ikpikpuk.

• The contract will be a single firm fixed-price contract, though multiple awards are possible if more advantageous to the government.

• Offer Submission: Quotes should be submitted electronically to Lisa Brune at lbrune@blm.gov.

• Questions Deadline: All questions must be submitted via email no later than 5 pm Alaska Time on March 3, 2026, to Lisa Brune at lbrune@blm.gov. Answers to questions will be provided via amendment.

• Offer Due Date: March 6, 2026, at 1700 Alaska Time.

• Evaluation: The government will award to the responsible offeror whose offer is most advantageous, considering price and other factors. Price is a primary evaluation factor.

• This acquisition is set aside 100.00% for Small Business.

• Offerors must include their Unique Entity Identifier (UEI) or CAGE Code with their quote or proposal.

• The solicitation incorporates by reference FAR clauses 52.212-1, 52.212-3, and 52.212-4. FAR 52.212-5 is attached.

• Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP).

Statement of Work (SOW) / Performance Work Statement (PWS)

To arrange for the overland delivery of 1,300 gallons of Jet-A fuel to a remote Bureau of Land Management (BLM) fuel tank located at Ikpikpuk on the North Slope of Alaska. This fuel is required to support helicopter-based field work during the summer of 2026.

• Fuel Delivery: Arrange and execute the overland transport of 1,300 gallons of Jet-A fuel.

• Logistics & Permitting: Obtain and comply with all necessary BLM and North Slope Borough authorizations for overland travel within the National Petroleum Reserve in Alaska (NPR-A).

• Environmental Compliance: Utilize low ground pressure vehicles to prevent tundra damage.

• Timeliness: Complete the fuel delivery before the closure of the winter overland travel season, which historically occurs around April 15.

• Regulatory Adherence: Ensure compliance with all applicable laws, regulations, and permit stipulations.

• Delivery Deadline: Prior to the close of the winter overland travel season (historically April 15).

• Location: BLM Ikpikpuk Fuel tank (70° 27.290, -154° 20.071), approximately 140 miles west of Prudhoe Bay.

• The Ikpikpuk site is remote, not accessible by road or fixed-wing aircraft. Access requires travel via private industrial roads to drill site 2P, followed by the Community Winter Access Trail, and potentially the construction of a short spur snow trail.

• Strict adherence to security and safety protocols for industrial access is required.
