Statement of Work (SOW) / Performance Work Statement (PWS)

To outline the responsibilities and major actions for a contractor to implement and execute parking procedures and provide parking pass services for base access at the Offutt Air Force Base “Defenders of Freedom” Air and Space Show.

• Provide equipment, material, labor, and transportation for the Air Show.

• Execute parking procedures, which must be reviewed and approved by the government no later than 70 days before August 6, 2026.

• Calculate traffic flow rates for all access points, roads, and parking lots to ensure efficient traffic movement.

• Create relief/contingency plans for continuous traffic flow during unexpected situations.

• Provide an electronic parking pass solution for base access, with scanners that do not rely on internet connections and can function if cell tower networks become overloaded.

• Assist local law enforcement in directing vehicles from off-base roadways onto Offutt Air Force Base.

• Provide in-person training to 350-400 parking volunteers provided by Offutt AFB.

• Provide a single link for 55th Wing Public Affairs to be used on the Offutt AFB official website, directing patrons to obtain their free parking pass.

• Coordinate all media (social media, websites, news posts) through Offutt's 55th Wing Public Affairs.

• Period of Performance: Thursday, August 6, 2026, through Monday, August 10, 2026.

• Arrival by no later than 11:00 PM (CST) on August 6, 2026, for pre-show meeting on August 7, 2026.

• Departure by no later than 12:00 PM August 10, 2026.

• Contractor must submit a list of past performances for review by the Air Show Director as proof of experience as the primary contractor responsible for parking plans on military installations.

• The government will provide 350-400 volunteers to implement the parking plan.

• The government will provide two (2) all-sites, ramp approved, side-by-side style vehicles.

This solicitation is for "FY26 Air Show: Parking Management" services. The 55th Contracting Squadron has an ongoing requirement to acquire parking management services in support of the 2026 Offutt AFB Defenders of Freedom Air and Space Show.

• Parking management services in accordance with the Statement of Work (SOW).

• The offeror must submit a plan (maximum 10 pages) describing how they will meet the SOW requirements, including specifications of necessary parts and equipment.

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: August 6, 2026, to August 10, 2026.

• Place of Performance: Offutt AFB, NE.

• Offer Due Date: May 26, 2026, 11:00 AM CDT.

• Submission: One electronic copy of the completed pricing and a 10-page plan.

• Evaluation: Offers will be ranked by Total Evaluated Price (TEP). Technical quotes will be evaluated for acceptability. Award will be made to the responsible offeror whose offer is most advantageous, considering price and other factors. The government intends to award without discussions.

• This acquisition is set aside 100% for Small Business.

• North American Industry Classification Standard (NAICS): 561990, with a size standard of $16,500,000.00.

• The solicitation includes various FAR and DFARS clauses, including those related to electronic submission of payment requests (WAWF), contractor access to Air Force installations, and health and safety on government installations.
