This solicitation is a Request for Quote (RFQ) for the leasing of two (2) Evolv Express Dual Lane Security Detection Systems. These systems are required to support the 2026 Sail 250 Ship Tour event in Norfolk, VA.

• Lease of two (2) Evolv Express Dual Lane Security Detection Systems.

• Provision of two (2) operators for the Evolv Express Systems.

• Provision of two (2) self-sustaining portable generators to serve as the power source for the systems, as the location makes accessing a power source impractical.

• The solution must ensure enough power to operate both Evolv Express Systems uninterrupted.

• Delivery and setup of the Evolv Express Systems.

• Removal of the Evolv Express Systems.

• Further guidance on requirements is detailed in the associated Performance Work Statement (PWS).

• Type of Contract: Firm-Fixed Price.

• Pricing Arrangement: Firm Fixed Price.

• Proposal Submission Deadline: June 4, 2026, at 13:00 EST.

• Submission Method: Electronically via SAM.GOV in response to the RFQ.

• Evaluation Basis: Lowest price, technically acceptable. The government will award to the responsible quoter that can meet NAVSUP's needs and represents the best value, considering price and past performance. A tradeoff process may be used.

• This acquisition is unrestricted.

• This is a short-fused RFQ; quoters are encouraged to contact the contracting officer frequently with questions.

• The attached Performance Work Statement (PWS) provides further guidance.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the rental and leasing of security scanning systems, associated power sources, and trained operators for the 2026 Sail 250 Ship Tour event at Naval Station Norfolk (NAVSTA). The event is expected to host up to 5,000 visitors daily, necessitating a robust security screening process for personnel entering the installation.

• Provide two (2) Evolv Express dual-lane security scanning systems.

• Provide two (2) generators to serve as portable power sources for the scanners, as grid power is impractical at the location.

• Provide two (2) "TSA like" operators trained to operate the scanning systems.

• The Contractor is responsible for all transportation, delivery, setup, tear down, and pickup of the equipment.

• Equipment must be capable of scanning for metallic weapons and threatening devices, consistent with TSA screening protocols.

• Delivery: No later than Friday, June 19, 2026, at 1300.

• Setup: Operators shall set up each system to confirm full operational status upon delivery.

• Pickup: May commence after 1600 on Sunday, June 21, 2026.

• Removal: All materials must be removed no later than 0800 on Monday, June 22, 2026.

• The Contractor must notify MA1 Michael McKinstry via email prior to delivery to confirm date, time, and location.

• A steady, portable power source (generator) is mandatory.
