Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to supplement Civil Engineer's (CE) Construction and Facility Management's (CFMO) in-house capabilities for exterior painting projects at Joint Base Elmendorf-Richardson (JBER).

• Primary Services: Exterior painting of new, previously painted, and other designated surfaces, including all associated work. This includes painting mechanical or electrical equipment, ramps, docks, and other attached structures.

• Specific Tasks:

  • Abatement of lead-based paint.
  • Abatement of asbestos-containing materials.
  • Replacement of damaged or deteriorated wood, concrete, masonry, metal siding, screen fabric, or exterior insulation and finish systems.
  • Repair of cracks and holes in exterior surfaces.
  • Surface preparation (washing, sanding, scraping, blasting, caulking, sealing).
  • Removal and re-installation of exterior security lighting.

• Deliverable: A safe and complete finish system that provides a protected exterior surface meeting journeyman level finish standards and is aesthetically appealing.

• Geographic Scope: Joint Base Elmendorf-Richardson (JBER), including surrounding military ranges. Limited work may occur at the Seward Alaska recreation camp.

• Task Order Size: Individual Task Orders (TOs) are expected to vary in size, with the majority less than $500,000.

• Recovered Materials Procurement: Use of sustainable environmental materials (bio-based, recycled-content, non-ozone depleting, non-toxic) is required per FAR 23.4.

• Design: Government will provide design information; contractor may perform incidental design work.

• Specifications: Utilizes Unified Facilities Guide Specifications (UFGS), with primary focus on CSI Master Format section 09 90 00 Painting and Coating.

• Ordering: Task Orders will be competitively awarded via Fair Opportunity Proposal Requests (FOPRs).

• Submittals: Requires submittals on Air Force Form 3000, including material submittals, shop drawings, and O&M manuals.

• Quality Control: Contractor must establish and maintain an effective quality control system.

• Safety: Compliance with EM 385-1-1, OSHA standards, and JBER safety regulations is mandatory.

• Working Hours: Standard hours are Monday-Friday, 7:30 a.m. to 4:30 p.m. Non-standard hours require advance notification and potential government inspection costs.

• Security: Compliance with all base security requirements, including anti-terrorism training and access procedures.

• Warranties: 1-year warranty of construction required for all work, with a 24-hour response time for call-outs.

This document is a Sources Sought notice for market research purposes, not a Request for Proposal (RFP).
