21 LRS Fire Bottles Inspections Solicitation

Statement of Work (SOW) / Performance Work Statement (PWS)

To ensure the operational readiness and compliance with safety regulations of flight line fire bottles at Peterson Space Force Base (PSFB).

• Perform annual inspections and servicing for 46 flight line fire bottles.

• Perform six-year periodic inspections and servicing for 2 flight line fire bottles.

• Inspect, service, and repair fire bottles as needed.

• For six-year inspections, work must be completed outside of Building 218 using a proper catch system or at an off-site facility chosen by the contractor. The contractor is responsible for providing the workspace and necessary tools (scale, recovery tank, compressor, Defender 2000).

• Affix updated, punched inspection tags (compliant with NFPA 10) and provide a completed DD Form 1574 (Serviceable Tag) or equivalent documentation.

• Tasks include: performing complete inspections, removing extinguishing agent, inspecting and repairing items not under warranty, reassembling and servicing the bottle, and performing equipment wipe down, serviceability inspection, and parts lubrication.

• Work must be performed in accordance with the PWS and all applicable codes.

• Use of recycled and recovered materials, bio-based products, energy and water saving products, and environmentally preferable products is required.

• All work procedures and materials must be approved by 21 LRS prior to commencement.

• Work must be performed in a professionally and expeditiously completed manner.

• Contractor must maintain an active National Fire Protection Association (NFPA) 10 Certification and be licensed in the State of Colorado.

• Work is to be performed at 235 Duluth Ave, Bldg 218, Peterson SFB, CO, 80914, or a coordinated area.

• Work Schedule: Monday through Friday, 0730 through 1600. Requests to work outside these hours require Contracting Officer approval.

• Contractor must provide all personnel, equipment, tools, materials, and supervision.

• Contractor is responsible for verifying measurements, quantities, and materials needed prior to proposal submission.

• Compliance with all applicable Federal, State, and local laws, regulations, and base-specific standards, including Unified Facilities Criteria (UFC).

• Strict adherence to environmental and hazardous material handling regulations, including submittal of AF Form 3952 and reporting of any spills or releases.

• Contractor personnel require proper authorization and must pass a background check for installation access. Visitor Pass requests must be submitted no later than 5 business days prior to the first day of work.

• Contractor must use reasonable care to avoid damaging government property.

• Work areas must be maintained in a neat, clean, and safe condition, with project-generated trash and debris removed at the end of each shift.

• Government Quality Assurance personnel will perform inspection and acceptance of services.

• Evaluation: Quotes will be evaluated IAW FAR 52.212-2. The award will be made to the responsible offeror whose quote is most advantageous to the Government, considering price and other factors. Evaluation will be based on Part I - Priced Quote and Part II - Technical Documentation.

• Technical Documentation: Must include documentation of an active National Fire Protection Association (NFPA) 10 Certification and an active license in the State of Colorado.

• Technical Evaluation: Will be on an Acceptable/Unacceptable basis for the three lowest evaluated priced offers.
