Statement of Work (SOW)

To provide a Hematology Analyzer Lease/Service program for McConnell AFB Clinic, Wichita, KS.

• Provide a new, FDA-approved, auto-loading hematology analyzer and ancillary equipment.

• The system must perform at least 75 complete blood counts (CBCs) with 5-part differential per hour.

• System must fit within an 18" x 26" countertop space.

• Capable of processing adult and pediatric micro-samples (<= 100 uL whole blood).

• Utilizes optical/laser technology for cell enumeration and differentiation.

• Measures RBC indices (Hemoglobin, Hematocrit, MCV, MCHC, MCH, RDW).

• Capable of enumerating immature granulocytes and nucleated red blood cells (NRBCs).

• Capable of analyzing WBCs up to 200K/uL (97% precision) and platelets up to 3000K/uL (96% precision).

• Must have on-board tracking of reagents and controls.

• Must provide calibration material and at least three levels of control material.

• Must offer options for user-defined patient parameters.

• Contractor must ensure the offered system has an Authorization to Operate (ATO) or will undergo the DoD Information Assurance approval process.

• A Joint Medical Device Risk Assessment Questionnaire (DRAQ) must be provided with the proposal.

• System must have barcode/data reading capabilities and interface with MHS Genesis.

• Software must be capable of multitasking.

• Offer peer data solutions for quality data comparison.

• Equipment and services must comply with CLIA, OSHA, CDC, and FDA requirements.

• Preventative maintenance (PMs) and calibrations required biannually.

• Scheduled maintenance to be performed with minimal disruption.

• Unscheduled maintenance response time: within one business day if telephone support fails.

• Unscheduled downtime for non-preventative maintenance/repairs shall not exceed 3% of total operational time.

• Place of Performance: McConnell AFB Clinic, 57950 Leavenworth Ave, Wichita, Kansas, 67221.

• Period of Performance: Starts 1 September 2026, consisting of a base year and 4 option years.

• Contractor provides all materials, accessories, reagents, calibrators, and ancillary products at no additional expense.

• Contractor provides all software and hardware necessary to operate the analyzer.

• Contractor provides scheduled preventative maintenance, on-site repair services, and customer support (Monday-Friday, 7:30 AM - 4:30 PM CST, excluding federal holidays).

• Contractor provides an Uninterrupted Power Supply (UPS) for the analyzer.

• Contractor provides Safety Data Sheets (SDSs) and Instructions for Use (IFUs).

• Installation support personnel complete daily and final clean-up of the work area.

• Contractor provides a dedicated representative for installation, set up, and method verification studies.

• Contractor personnel must have a valid driver's license and comply with installation access provisions.

• Contractor must provide dedicated point(s) of contact available via telephone.

• Contractor provides on-site instrument operations training and advanced operator training for government employees.

• Contractor supplies reagents and consumables for correlation, precision, linearity studies, and for 4,500 reportable patient CBCs per year.

• All equipment, parts, materials, and services must conform to applicable safety standards (CFR, OSHA).
