This solicitation is for the procurement of a 5-Cable Substation Recovery Trailer for the Department of Veterans Affairs, Charles George VAMC in Asheville, NC. The acquisition is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).

• One (1) enclosed trailer with motorized spools capable of storing and transporting 4000’ of 4/0 type W cable.

• Trailer specifications include:

  • Aluminum or galvanized steel frame with cover
  • 2 Axles, 4 wheels, 4 tires
  • 9,000 lb. weight capacity
  • Electric brakes
  • 5 cord reels (1000’ capacity each for 3/0 type W copper cable), independently retractable via electric motor

• Compliance with industry standards, all current CODE requirements (Life Safety, NFPA, Electrical, Building), and all applicable VA, Federal, and State regulations and codes.

• Adherence to records management laws and regulations, including NARA policies.

• Contractor personnel must undergo background investigations and meet fitness requirements as per VA Directive/Handbook 0710.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: One year from the date of award (Base POP Begin: 06-01-2026, POP End: 05-31-2027).

• Past Performance Evaluation: Emphasis on recent (last 3 years), relevant work as a prime contractor.

• Price Evaluation: Focus on reasonableness.

• This acquisition is a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).

• Compliance with VAAR 852.219-73 and 852.219-76 (Limitations on Subcontracting) is required.

• A site visit is not scheduled; offerors are urged to inspect the site independently.

• All amendments will be posted on SAM.gov; offerors are responsible for obtaining and acknowledging them.
