This is a Request for Quotation (RFQ) for the procurement of a "brand name or equal to" Surveillance Camera trailer, specifically the MPS Command 3400 Trailer System or equivalent. The acquisition is being conducted by the Department of Veterans Affairs, Network Contracting Office 22.

• Evaluation: Award will be made to the responsible offeror whose quote is the lowest price that meets all solicitation requirements and provides all required documents. Price alone is the determining factor.

• This acquisition is a Total Small Business Set-Aside for competition in the open market.

• Only offers from Small Business concerns will be considered.

• An SBA waiver exists under NAICS CODE 333924 for trailer combinations.

• Offerors must be registered in SAM.gov and provide their UEI number. Verification of Veteran-owned and small business status with the SBA is also required.

Statement of Work (SOW)

The Greater Los Angeles VA Healthcare System (GLAHCS) VA Police Service requires the procurement of four (4) mobile surveillance trailer systems to enhance surveillance capabilities in areas lacking fixed camera coverage. These systems will support operations across multiple campuses and outpatient sites.

• Procurement and Delivery: The contractor shall provide four (4) fully operational mobile surveillance trailer systems, specifically the Mobile Pro Systems Commander 3400 or an equal, configured with specified components. This includes masts, battery packs, solar power systems, generators, cameras (fixed and PTZ), audio systems, network switches, and modems.

• Configuration: All components must be pre-installed, factory-tested, and ready for deployment.

• Documentation: Comprehensive user manuals, operation and maintenance instructions, wiring diagrams, network configurations, and warranty information must be provided in both printed and electronic formats.

• Demonstration and Training: On-site operational demonstrations are required for each system. A training session covering system operation, troubleshooting, and safe deployment practices must be provided.

• Warranty: A one-year factory warranty is required, with an additional second-year extension for interactive dashboard monitoring, technical support, and extended parts coverage.

• Systems must be capable of prolonged deployments (up to 30 days between refueling).

• Systems must operate independently using onboard battery, solar, and generator power.

• Resolution of system defects identified by the COR within fourteen (14) business days.

• Replacement of irreparable equipment within thirty (30) calendar days.

• Period of Performance: 365 calendar days from contract award, including the one-year warranty.

• Places of Performance: VA West Los Angeles Medical Center, VA Sepulveda Ambulatory Care Center, VA Downtown Los Angeles Clinic, and other Greater Los Angeles deployment locations as directed by the COR.

• Security: Contractor personnel must comply with VA information security and privacy requirements. The trailer systems operate on an isolated network, thus formal Certification and Accreditation (C&A) is not required.

• Government-Furnished Equipment: The Government will provide cellular SIM cards and Video Management System (VMS) software.

• Delivery: All equipment must be delivered, demonstrated, and ready for acceptance within ninety (90) calendar days of contract award.

• Risk Control: Contractor must provide safety ribbons, cones, stanchions, and written safe-deployment guidance.
