• Evaluation Factors: Technical capability/quality and Price. The government will use a comparative evaluation process and may select a quote that offers benefits exceeding minimum requirements. Award will be made to the responsible offeror whose quote is most advantageous.

• Award Basis: Award may be made solely on initial quotes received. Award will be made on an "All or Nothing" basis.

• This procurement is a 100% set-aside for Small Business (SB).

• NAICS Code: 336390 with a small business size standard of 1,000 Employees.

• Offerors must clearly identify "equal" products by brand name, make, or model number and provide descriptive literature. Modifications to products must be clearly described.

• The solicitation incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2026-01.

• A "Buy American Certificate" (RFO 52.225-2) must be completed and submitted.

• Offerors must register in the System for Award Management (SAM).

Statement of Need

To procure and install police vehicle accessories and related equipment for the Eastern Colorado Health Care System in Aurora, CO.

• Delivery and installation of specific police vehicle accessories and equipment.

• All items must meet the salient characteristics defined in section 2.5.

• Installation must adhere to manufacturer specifications.

• SUV Locker 2.0 Standard with Electronics Entry Package (SUV39-2-000): Secure utility vault locker, HIPAA compliant for PHI/PII storage.

• Dodge Durango Auxiliary Drawer (DDAD38-000): Designed to fit under Durango model workstations, suitable for PHI/PII if lockable.

• Dodge Durango Install Kit (DD38KIT): Heavy-duty brackets for securing drawers or modules.

• SUV Double Stack Kit (SUVDS38KIT): Stacking brackets for SUV units.

• Fence Package 2.0 (F39-000): Security fencing panels.

• Universal Gunlock Extra Large (SC6H): With handcuff key override.

• Butt Plate for Shotgun Rack (SC1901): Secures shotgun racks.

• Square Butt Plate Bracket (SC-9903): Stabilizes firearm butt ends.

• Gun Lock Timer (SC7009-A): Programmable time-delay for gun locks.
