Solicitation / RFP / RFQ

This solicitation seeks training services for "What Test and Evaluators Need to Know About Program Management and Systems Engineering and Why." The training aims to provide Test and Evaluation employees with fundamental knowledge in these areas to enhance collaboration and support for development teams. The course will cover key program management and systems engineering processes, emphasizing the integration of Test & Evaluation (T&E) with Program Management and Systems Engineering.

• Training Content: Covers Program Management (overview, planning, WBS, scheduling, budgeting, EVM, contract types) and Systems Engineering (overview, specialty disciplines, reliability, safety, risk management, trade studies, mission engineering, T&E overview, test design, verification, developmental/operational/integrated testing, T&E programmatics, agile integration, human systems integration, autonomous systems, future issues, modeling & simulation, case studies, DoD acquisition).

• Delivery Method: Virtual training exclusively via Microsoft Teams. In-person training is also an option.

• Duration: Each training session is 2 days, 8 hours per day (16 hours total).

• Class Size: Up to 20 students per session.

• Deliverables: Record of Daily Attendance and Completion Certificates.

• Contract Type: Firm Fixed Price.

Evaluation will consider Price, Technical Capability (Course Objective/Outline, Materials, Instructor, Group Training), and Past Performance.

• Set Aside: 100% for Small Business.

• Size Standard: $15.0 Million

• Vendors must provide specific administrative information, a detailed price breakdown, and a statement that quotes are valid for at least 60 days.

• Instructors must have at least 3 years of experience training within the Department of War.

• Software cannot be downloaded or installed on government assets; Microsoft Teams is the required platform for virtual training.
