This solicitation is for the procurement of TIMKEN Bearings. The specific requirements and quantities are detailed in the "Supplies/Service" section.

• Item 0001: 30 Each of 2MM9116WICRDUL Duplex pair modified to have MPI-0779. Solid lube- one bearing filled per set (Special fill & carving). Drawings available. Manufacturer: Timken, Part Number: 2MM9116WICRDUL.

• Item 0002: 15 Each of 2MM9121WICRDUL Duplex pair modified to have MPI-0779. Solid lube- one bearing filled per set (Special fill & carving). Drawings available. Manufacturer: Timken, Part Number: 2MM9121WICRDUL.

• Item 0003: 15 Each of 2MM9126WICRDUL Duplex pair modified to have MPI-0779. Solid lube- one bearing filled per set (Special fill & carving). Drawings available. Manufacturer: Timken, Part Number: 2MM9126WICRDUL.

• Item Identification: Requirements in DFARS 252.211-7003, Item Identification and Valuation, are applicable. Contractor shall provide DoD unique identification or a DoD recognized unique identification equivalent.

• Contract Type: Firm Fixed Price for all listed items.

• Period of Performance: Delivery is on or before June 30, 2027 for all items.

• Offer Due Date: April 15, 2026, 03:00 PM Local Time.

• Submission Method: Quotes must be submitted in portable document format (.pdf) by email to Amber Bruno at amber.n.bruno.civ@us.navy.mil.

• Evaluation Criteria: Quotes will be evaluated based on Price (Lowest Priced, Technically Acceptable), Technical Capability (acceptable/not acceptable), and Past Performance (pass/fail).

• Required Information with Quote: CAGE Code, Dun & Bradstreet #, Tax ID#, GSA Contract Number (if applicable), Country of Manufacture, Lead Time, Shipping Charges, OEM/Proprietary status, Company Size, Distributor status, availability on commercial price listing, WAWF acceptance, Price Breakdown (Item Description, Unit Cost, Quantity, Subtotal), and a statement that quotes are good for at least 60 calendar days.

• This acquisition is UNRESTRICTED.

• Supplies must be new, unused, non-refurbished, and no gray items.

• All changes to the requirement prior to the closing date will be posted to SAM.gov.

• Inspection and Acceptance Location: Both Destination. Contact TPOC upon delivery for inspection/acceptance.

• Delivery Destination: NSWC PHD GUN WEAPON SYS REPAIR WEST, SAN DIEGO, CA 92136.

• FOB Details: Contractor Destination.

Sole Source Justification

This document justifies the sole source procurement of authentic TIMKEN bearings, specifically "TIMKEN brand DUPLEX POLYMETRIC bearings," for onboard U.S. Navy ships. These bearings are required as necessary hardware components for optical director azimuth and elevation drive assemblies.

• Bearing Type 1: TIMKEN, Description: 2MM9116WICRDUL (40 sets), DUPLEX PAIR FILLED WITH MICROPOLY MPI-0779 (SPECIAL FILL & CARVING), ONE BEARING FILLED PER SET.

• Bearing Type 2: TIMKEN, Description: 2MM9121WICRDUL (20 sets), DUPLEX PAIR FILLED WITH MICROPOLY MPI-0779 (SPECIAL FILL & CARVING), ONE BEARING FILLED PER SET.

• Bearing Type 3: TIMKEN, Description: 2MM9126WICRDUL (20 sets), DUPLEX PAIR FILLED WITH MICROPOLY MPI-0779 (SPECIAL FILL & CARVING), ONE BEARING FILLED PER SET.

• Direct Replacement: The TIMKEN bearings are direct replacement parts compatible with existing systems (Form, Fit, and Function).

• Unique Compatibility: They are the only brand of bearings that can effectively interface with Optical director assemblies and meet specific operational requirements (e.g., movement resistance, sealing) in accordance with MIL-STD-130.

• OEM Requirements: The Original Equipment Manufacturer (OEM) of TIMKEN bearings is the sole source for Optical Sights and will only authorize TIMKEN branded bearings for overhaul and refurbishment. Using other brands would necessitate removal and replacement by the OEM at additional cost.

• Cost & Schedule Impact: Changing brands would require a complete redesign of the Optical Sight, a first article unit test, rewriting engineering change proposals, and would incur an estimated $8,000,000 in duplicated costs and a substantial delay of approximately 2 years in the overhaul and refurbishment process. This delay would impact fleet modernization schedules and critical operational capabilities.

• Market research included Haystack, FEDMALL, GSA Advantage, and direct inquiry with the OEM (TIMKEN/FAFNIR).

• GSA vendors and authorized distributors were unable to provide the required duplex bearing sets with a full TIMKEN warranty in the needed quantities within a reasonable timeframe.

• A Sources Sought posted on SAM.gov received one response, but the vendor was not an authorized distributor for TIMKEN.

• NSWC PHD will continue market research to identify potential future competition.

• Fafnir is a wholly owned subsidiary of the Timken Company and its bearings are considered TIMKEN bearings.

• The document includes certifications from Technical Cognizance, Legal Counsel, and the Contracting Officer.

Sources Sought Notice

This notice is a request for information (RFI) from the Naval Surface Warfare Center, Port Hueneme Division, to conduct market research. The goal is to identify interested parties, assess market capabilities and resources, and gather technical information for the potential procurement of specific commercial items. The results of this research will help determine the procurement method.
