Quick Summary
The Department of the Navy, Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), has justified a sole-source procurement for specific TIMKEN Bearings (Part Numbers: 2MM9116WICRDUL, 2MM9121WICRDUL, 2MM9126WICRDUL) required for U.S. Navy ship optical director assemblies. A solicitation for these items closed on April 15, 2026. This procurement is justified due to the unique compatibility and critical operational requirements of TIMKEN bearings, with alternatives posing significant cost and schedule impacts. NSWC PHD will continue market research to identify potential future competition for these items.
Scope of Work
This procurement covers the supply of specific TIMKEN bearings:

- Item 0002: 15 Each of 2MM9121WICRDUL Duplex pair modified to have MPI-0779. Solid lube- one bearing filled per set (Special fill & carving).

Contract & Timeline
- Type: Firm Fixed Price
- Solicitation Due Date: April 15, 2026, 03:00 PM Local Time (Past)
- Delivery: On or before June 30, 2027, for all items.
- Delivery Destination: NSWC PHD GUN WEAPON SYS REPAIR WEST, SAN DIEGO, CA 92136.
- Set-Aside: Unrestricted (justified as sole source).
Justification for Sole Source
The sole-source procurement is justified under 10 U.S.C. 2304(c)(1) (FAR 6.303-2(b)(4)) because TIMKEN bearings are direct replacement parts compatible with existing systems (Form, Fit, and Function). They are the only brand that effectively interfaces with Optical director assemblies and meets specific operational requirements. Using other brands would necessitate a complete redesign of the Optical Sight, incurring an estimated $8,000,000 in duplicated costs and a substantial delay of approximately 2 years, impacting fleet modernization and critical operational capabilities.
Market Research & Future Competition
Market research included Haystack, FEDMALL, GSA Advantage, and direct inquiry with the OEM (TIMKEN/FAFNIR). A Sources Sought notice was posted on SAM.gov, receiving one response from a non-authorized distributor. NSWC PHD will continue market research to identify potential future competition for these requirements.
