Solicitation / RFP / RFQ

This solicitation (W9124726QA016) is for overland mobility training courses for the 28th OD CO Explosive Ordnance Disposal (EOD) unit at Fort Bragg, NC. The requirement is for three (3) courses, each for up to 8 students, to be conducted within a 150-mile radius of Fort Bragg. The training will involve manual and automatic transmission non-standard tactical vehicles in austere environments, as defined in the Performance Work Statement (PWS).

• Award will be made to the responsible Offeror whose offer is most advantageous to the Government, based on Lowest Price Technically Acceptable (LPTA).

• Evaluation will be based on price and the Offeror's ability to meet specification requirements.

• The Government may award without discussions, but reserves the right to conduct them.

• All referenced documents are available on the SAM.gov website.

• This acquisition is set aside for Small Business.

• The solicitation is an electronic release; no hard copies will be mailed.

• Offerors must submit a separate cover sheet with specific company information.

• Offerors must acknowledge receipt of any amendments.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide advanced overland mobility training for up to 8 students of the 28th OD CO Explosive Ordnance Disposal (EOD), specifically to support the 75th Ranger Regiment's Direct-Action raids mission sets. This training is necessary due to geographical constraints and operational tempo that prevent the 28th OD CO from receiving adequate training from other military organizations.

• Provide personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision for overland mobility training.

• Training to cover manual and automatic transmission non-standard tactical vehicles (NSTVs) in various austere environments.

• Key training areas include:

  • Overland Manual Driving: Provide a minimum of four manual transmission NSTVs for students to train on off-road conditions.
  • Vehicle Recovery: Train students to recover stuck and downed vehicles in austere conditions with minimal equipment.

• Training duration is five days per course.

• Services include classroom instruction, instructor demonstration, confidence exercises, team performance qualification, and individual evaluations.

• Minimum Acceptable Standard (MAS) for all tasks is 95% of course participants meeting the defined metrics.

• Training must be accomplished without safety violations or incidents.

• Participants must be able to independently maneuver vehicles and perform recovery operations.

• Failure to meet thresholds may result in a Corrective Action Report.

• Three distinct periods: 13 APR 2026 - 17 APR 2026, 27 APR 2026 – 01 MAY 2026, and 04 MAY 2026 – 08 MAY 2026.

• All courses to be conducted within a 150-mile radius of Fort Bragg, NC.

• Contractor must provide instructors qualified on offroad mobility procedures.

• Contractor personnel must identify themselves as contractors.

• Contractor personnel must wear appropriate clothing and utilize protective equipment as applicable.

• Contractor must comply with all applicable safety, environmental, and OSHA regulations.

• Contractor must develop and implement a Quality Control Plan (QCP).

• Government will provide transport of attendees and equipment, medical and range safety support, training SOPs, and necessary PPE/personal equipment (including NVDs) for students.
