Quick Summary

The Department of the Navy, specifically the 2d Marine Division, has issued a Sources Sought notice for Counter-UAS (C-UAS) Adversary Forces (ADFOR) Support. This market research aims to identify qualified sources capable of providing drone and swarm threat simulation for training exercises. The Government is seeking information to determine potential set-asides and the practicability of this contracting approach. Responses are due by June 5, 2026.

Scope of Work

The requirement is for C-UAS ADFOR support for multiple training exercises across various Marine Corps Bases, including Camp Lejeune, NC, and 29 Palms, CA, from July through October 2026. The contractor will provide drones and swarms to mimic adversary forces (VEOs, peer/near adversaries) during large-scale exercises, embedding within RED CELL to simulate drone and swarm attacks against battalion-sized elements (up to 2000 feet) using Group 1 and 2 Unmanned Aircraft Systems (UAS). This includes conducting persistent surveillance and First-Person View (FPV) swarm attacks (defined as ten UAS), replicating passive and active physical, visual, and radio frequency (RF) drone capabilities and tactics, techniques, and procedures (TTPs). The contractor will also provide feedback to commanders on observations and TTP assessments. Specific training evolutions include MCCRE, SLTE, ITX, DFT, and home station training.
