The U.S. Air Force is procuring the "31 CS - Airfield Systems Fiber Channel Banks Network Materials and Installation" for Aviano AB, Italy. • CLIN 0001: Airfield Systems Fiber Channel Banks Network Upgrade, including Engineering, Furnishing, Installing, and Testing (EFI&T) of a new fiber optic transmission system (FOTS) to replace existing Time Division Multiplexing (TDM) Channel Banks. This includes seven facilities: Localizer (Loc) and Glideslope (GS) for the Instrument Landing System (ILS), Tactical Air Navigation (TACAN), Ground/Air Transmitter/Receiver (GATR), Ramp Control (RAPCON), Tower, and Alternate Tower.

• This CLIN includes Material, Labor, Travel (airfare, per diem, auto rental), and Direct shipping costs as detailed in Attachment 4. Training is also included.

• CLIN 0002: TC Communication manufacturer recommended spares package (refer to SOO para. 3.8).

• CLIN 0003: Spare FOTS (refer to SOO para. 3.8).

• Contract Type: Firm Fixed Price.

• Period of Performance: To be determined based on proposed schedule and actual contract award date.

• Estimated Value: Funds are not currently available; award is subject to availability of funds.

• Submission Deadline: 25 June 2026, no later than 04:00 PM CET.

• Quote Validity: 60 Days.

• Evaluation Criteria: Based on an integrated evaluation of Technical (Design, Quality Control Plan, Staffing Plan, Schedule) and Price factors. Technical evaluation will be rated acceptable/unacceptable. The government may award to the offer most advantageous to the government.

Statement of Objective (SOO)

This SOO outlines the requirement for the Contractor to Engineer, Furnish, Install, and Test (EFI&T) a replacement Fiber Optic (FO) transport equipment for legacy channel banks supporting the airfield at Aviano AB, Italy.
