Quick Summary

The Department of the Army, through W7N2 USPFO ACTIVITY TXANG 149, is conducting a Sources Sought for Flooring Modernization Services at JBSA-Lackland Air Force Base, Texas. This opportunity seeks qualified small businesses to provide a turnkey solution for the removal of existing carpeting and installation of new athletic training mat flooring in two buildings (ATC5 and ATC6). Responses are due by April 8, 2026.

Scope of Work

This requirement involves a complete flooring modernization project. The contractor will be responsible for:

  • Removal and Disposal: Removing existing carpeting, padding, and all associated debris from two buildings (ATC6, Building 9239; and ATC5, Building 9231) at JBSA-Lackland AFB, with off-site disposal.
  • Subfloor Preparation: Preparing the concrete subfloor for new installation.
  • New Flooring Installation: Installing a new one-piece, smooth, solid-grip, seamless athletic training mat. The mat should be 13mm thick, blue speckled in appearance, and include transitions and wall base. An "or equals" solution is acceptable, provided it is durable, thick enough to absorb shock, withstands high Texas heat, and comes with a strong warranty (5-15 years).
  • Quality Standards: Ensuring the finished flooring is free of defects such as bubbles, fraying, or visible seams, and installed to commercial standards without structural modifications.
  • Site Cleanliness: Maintaining a clean work environment and removing all trash and discarded materials.
