Statement of Objectives (SOO)

To procure, design, install, integrate, and test a compliant Intrusion Detection System (IDS) and support network infrastructure for two distinct ARMAGS located in Building 3672 at Kadena Air Base.

• Provide a comprehensive IDS solution that integrates seamlessly with the existing Vindicator Command and Control system.

• Install site-specific IDS solutions to accommodate variances in equipment age and structural types between the two ARMAGS.

• Ensure compliance with DoDM-5100.76 and AFMAN 31-101.

• Deliver a fully operational IDS encompassing required sensors (PIR, BMS, wireless duress), keypads, field panels, and gigabit ethernet infrastructure for each ARMAG.

• All field devices must concurrently map and communicate with the base Vindicator system.

• Ensure the IDS operates continuously with battery backup for a minimum of 8 hours during power loss.

• Execute a Contractor Verification Test (CVT) and a full functional test for each site.

• Provide a one-year warranty on parts and labor, including delivery of unused installation spares.

• Provide an Operations and Maintenance Manual for unit operation and self-sustainment.

• Place of Performance: Building 3672, Kadena Air Base.

• Period of Performance (PoP): To be proposed by the contractor.

• Hours of Operation: 0730 - 1630, Monday through Friday.

• Personnel Security: Termination and programming must be executed by U.S. persons with appropriate clearances and Vindicator certifications.

• Regulatory Compliance: Adherence to DoDM 5100.76, AFMAN 31-101, UFC 4-021-02, ESE-TP-0023, and cybersecurity mandates (DoDI 8510.01, DoDI 8500.01).

• Site Management: Maintain emergency egress routes, remove rubbish daily, and manage hazardous materials.

• Equipment Baseline: Proposed equipment must be from the approved Non-Nuclear IDS Equipment List (CMD) or pass rigorous government acceptance testing.

• Government Furnished Support: Utilities, documentation (floor plans, legacy drawings, schematics), network data (IP addresses, topology), and logistics/security (facility escorts, staging area) will be provided.
