Statement of Work (SOW) / Performance Work Statement (PWS)

To provide bulk laundry services, including pick-up and delivery, for the 37 TRSS Combat Weapons Flight at JBSA-Chapman Annex.

• Furnish all personnel, equipment, transportation, and supplies for bulk laundry services.

• Pick up lead-contaminated laundry twice weekly (Tuesday/Thursday) from Bldg. 930.

• Deliver clean laundry twice weekly (Tuesday/Thursday) to Bldg. 930.

• Ensure clean laundry is sanitized and plastic-wrapped.

• Provide two large laundry bins for unit use, stored in Bldg. 930.

• Comply with CDC, OSHA, and HLAC standards, though HLAC certification is not required.

• All work must be accomplished in accordance with current federal, state, and local regulations.

• Laundry must be free of lead contamination and stains, with un-removable stained items noted.

• Items must be clean, dry, and free of foreign lint, scorch marks, or damage.

• Articles must smell fresh and clean, free of objectionable odors.

• Washing formulas must be strictly adhered to.

• Weight discrepancies between soiled and clean laundry beyond healthcare industry standards must be investigated and corrected.

• Re-performance of services is required for non-conforming work at no additional cost.

• Turnaround time for all items is the next scheduled delivery.

• Location: JBSA-Chapman Annex, Bldg. 930.

• Pick-up and delivery schedule: Twice weekly on Tuesdays and Thursdays, or the next available day if these fall on a holiday.

• Contractor must provide a point of contact with full authority.

• Written approval from the Contracting Officer is required for work outside standard hours.

• Contractor personnel must have valid vehicle insurance and state permits.

• Vehicles must be cleaned and sanitized after transporting contaminated laundry.

• Contractor must manage data according to Air Force Records Management procedures.

• Contractor is responsible for removing all packaging materials and returning the facility to its original state.

• Normal duty hours are 6:30 AM to 4:00 PM, Monday through Friday, excluding federal holidays.

Request for Information (RFI)

This RFI is issued by the Department of the Air Force, 502D Air Base Wing, Joint Base San Antonio, for market research regarding Laundry Cleaning Service for Combat Weapons Flight. The government is seeking information to identify potential contractors and understand associated costs. Responses are strictly voluntary and will be used for planning purposes.

• This RFI is not a solicitation or a Request for Quotation (RFQ). No quotes should be submitted.

• The government is not requesting pricing information at this time.

• If a future solicitation is issued, it will be announced separately, and interested parties must respond to that announcement.

• Telephone responses will not be accepted.

• Responses must be received no later than Thursday, June 18, 2026, at 4:00 p.m. Central Daylight Time (CDT).

• Estimated delivery time after award.

• Whether items are sourced from small businesses in the USA (if not a manufacturer).
• Whether pricing is offered via GSA or Open Market.
