This solicitation is for the procurement of a Front End Loader for the Department of Veterans Affairs (VA) Hot Springs VAMC. The requirement is for a brand name or equal to the Caterpillar Model 906 Front End Loader.

• One (1) Front End Loader with specific salient characteristics (e.g., under 75 hp diesel engine, Skid Steer Loader style coupler, less than 9' cab height, deluxe cab features, working lights, key start with passcode security).

• One (1) training session for two (2) VA staff on operating the Front End Loader.

• The loader must be a 1.25 yard Wheel Loader suitable for snow removal and landscaping.

• Specific accessories are requested, including a 1.25 yard, 74" wide skid steer loader coupler, engine block heater (120v), and a deluxe cab with specific features.

• Vendor must provide standard warranty information in their proposal, with a minimum of 1 year coverage.

• Assembly and installation are required.

• Training must be completed within 45 days after final delivery.

• Contract Type: Firm/Fixed contract.

• Period of Performance (Base Year): POP Begin 06-30-2026, POP End 06-29-2027.

• Offerors must be registered in SAM and as an SDVOSB vendor in the SBA certification database.

This is a Request for Quotation (RFQ) for the supply of a Front End Loader to the Hot Springs VA Medical Center. The acquisition is being conducted in accordance with FAR Part 12 for Commercial Products and Commercial Services.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirement for the Department of Veterans Affairs (VA) Hot Springs Facilities to purchase a replacement Front End Loader, specifically a brand name or equal to the Caterpillar Model 906 Front End Loader.

• Procurement of one (1) Front End Loader.

• Delivery of the loader to Hot Springs VAMC, Building 30, 500 North 5th St, Hot Springs SD 57747.

• Delivery is expected between 06/30/2026 and 06/29/2027.

• Delivery shall be Freight On Board (FOB) – Destination.

• Vendor is responsible for offloading, moving to location, uncrating, setup, and testing of the equipment.

• Vendor must coordinate delivery with VA Logistics Warehouse.

• Vendor must provide installation paperwork and warranty information.

• The loader must meet specific salient characteristics (detailed below).

• Warranty coverage must be no less than 1 YEAR following the date of installation.

• Site Visit: Vendor is responsible for conducting a site visit to verify logistics and loading dock access.

• Delivery Hours: Monday-Friday, 0800-1530, excluding Federal Holidays.

• Clean Up: Vendor is responsible for removal of all waste and excess materials.
