Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The National Institute of Standards and Technology (NIST), under the Department of Commerce, is conducting market research through a Sources Sought notice for a 3D Photometric Stereo Microscope. This system is required for research in surface topography and forensic analysis, specifically for measuring samples with steep local slope angles and transparent or translucent materials. Responses are due by May 12, 2026.

Scope of Work

NIST requires one (1) photometric stereo microscope system, including associated software and consumables. The microscope will be used in three key research areas:

  • 3D Printed Part Toolmark Identification: Analyzing toolmarks on 3D printed parts and printer components (build plates, nozzles) made from various polymers (PLA, ABS, PETG) to identify the 3D printer source.
  • General Surface Texture Analysis: Measuring transparent materials like glass and samples with high local slope angles (greater than 30 degrees), including geometric reference surfaces.
  • Forensic Sample Scanning: Imaging fired bullets and cartridge cases to support research in firearm-related crime investigations.

The system must be new and meet specific minimum requirements, including a photometric-stereo operation, digital imaging components (e.g., 1 MP sensor, 5 µm lateral resolution, 1 µm vertical resolution), an array of LED light sources, a "live view" capability, and all necessary power supplies and cables. It must include a Windows-based computer with adequate storage (at least 500 scans) and RAM, calibration artifacts, and software with full operational control, calibration routines, live view, stitching, data export (.txt, .X3P), basic analysis (plane fitting, filtering, roughness), and a perpetual license. The field of view (FOV) must be at least 8mm x 8mm, and single acquisition time no more than 20 seconds. It must accurately scan transparent and translucent materials.

Response Requirements

Interested parties should submit responses via email to the Primary Point of Contact. Responses should include:

  • Company name, address, contact information (name, email, phone), and Unique Entity ID (UEI).
  • Details on capabilities meeting or exceeding NIST's minimum requirements and relevant past experience.
  • Identification of any unduly restrictive requirements in the background section and suggestions for encouraging small business participation.
  • NAICS code information (small/other business status, alternative NAICS if applicable).
  • Existing Federal Supply Schedule (FSS) contract numbers or other relevant contracts.
  • Any other valuable information for market research.

Additional Notes

This is a market research notice only and not a request for quotation or a commitment by NIST to issue a solicitation or award a contract. NIST will not reimburse costs incurred by respondents. Questions are due by April 30, 2026, 5:00 p.m. ET.
