Scope of Work

The contractor will provide non-personal services for scheduled and unscheduled maintenance, including battery service, for U.S. Government-owned MHE and Automated Material Handling Systems (AMHS). This requires furnishing all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision. Services are required for equipment used on a multi-shift schedule, 24 hours per day, six days per week. Key requirements include:

  • Maintenance and repair of MHE and other equipment listed from DLA Distribution Europe.
  • Services include scheduled and unscheduled maintenance, parts, and labor.
  • Compliance with performance standards and acceptable quality levels detailed in the PWS.
  • Development and maintenance of a Quality Control Plan (QCP).
  • Contractor personnel must have certified welder qualifications and comply with security, safety, environmental, and Host Nation regulations.

Submission & Evaluation

Offerors must be registered and current in the System for Award Management (SAM) database (www.sam.gov). Offers must be submitted via email to the designated points of contact. Evaluation will be based on a Lowest Price Technically Acceptable (LPTA) Best Value Source Selection Approach, considering Technical Capability, Supplier Performance Risk, and Price. Offerors must receive an "Acceptable" rating in all non-price factors. Past Performance will be used for responsibility determination, not for award evaluation. Funds are not presently available, and award is contingent upon appropriation.
