Statement of Work (SOW) / Performance Work Statement (PWS)

To provide scheduled and unscheduled maintenance, as well as battery service, for U.S. Government-owned Material Handling Equipment (MHE) and Automated Material Handling Systems (AMHS) located at DLA Distribution Europe, Germersheim Army Depot.

• Provide non-personal services for unscheduled (repair) and scheduled maintenance.

• Furnish all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other necessary items.

• Include battery service and parts.

• Perform services in accordance with the PWS and associated documents.

• Services are required for equipment used on a multi-shift schedule, 24 hours per day, six days per week.

• Contractor must perform to the standards and acceptable quality levels identified in the PWS and associated contract documents.

• Specific Acceptable Quality Levels (AQLs) are detailed for scheduled and unscheduled maintenance, including limits on missed services and schedule deviations.

• A Quality Control Plan (QCP) must be developed and maintained to ensure services meet contract requirements.

• Performance will be evaluated in accordance with the Quality Assurance Surveillance Plan (QASP).

• Period of Performance: One (1) basic year of 12 months, with two (2) option 12-month periods.

• Place of Performance: U.S. Government facility where the equipment is located (DLA Distribution Europe on Germersheim Army Depot).

• Contractor personnel must have qualifications as a certified welder and maintain/renew qualification annually.

• Contractor must provide copies of required licenses and certificates within ten (10) business days of award.

• Security requirements include background checks, installation access procedures, and compliance with relevant regulations.

• Contractor must develop and implement an Operations Security (OPSEC) standing operating procedure (SOP)/plan.

• Contractor must provide a Safety Plan to the COR within 30 days of contract award.

• Compliance with Host Nation safety laws and regulations is required.

• Environmental compliance, including spill reporting and hazardous material disposal, is mandatory.

• Required training includes Anti-Terrorism (AT) Level I, OPSEC Level I, and iWATCH training for all employees.

• Contractor personnel performing work in Germany must comply with German law and possess necessary work and residence permits.

• All electrical and electronic equipment must comply with the Electromagnetic Compatibility Directive 2014/30/EU.

This document is Attachment 3, the Experience Questionnaire, for Solicitation W564KV26RA006 for Material Handling Equipment Maintenance and Repair Services. Offerors are required to complete and submit one copy of this questionnaire for each relevant previous contract or project.

• Contract/Project Information: Title, Contract Number, Customer/Owner, Brief Description of Work (including relevance to this solicitation), Location of Performance, Performance Dates, Total Contract Value, and Annual Contract Value.

• Pricing Notes:
  • CLINs 0002, 1001, and 2001 prices include all labor, parts, inspections, and certifications.
  • Total Evaluated Price calculation includes FFP and Labor Hour CLINs multiplied by quantity, and the Government-provided Not-to-Exceed (NTE) amounts for T&M Repair Parts CLINs.

Bidders must use this schedule to understand the structure of the contract pricing. They need to propose prices for the Firm-Fixed Price (FFP) and Labor Hour (LH) CLINs. The Time & Material (T&M) CLINs for repair parts have a "Government Plug" NTE amount and are not to be proposed by the bidder, but are subject to funding availability and may change. This document is critical for developing a compliant and competitive proposal.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services for the Maintenance and Repair of Material Handling Equipment (MHE) and other equipment listed from DLA Distribution Europe. This announcement constitutes the only solicitation, and offers are being requested. A separate written solicitation will not be issued.

• Maintenance and repair of Material Handling Equipment (MHE) and other equipment as listed from DLA Distribution Europe.

• Services include scheduled and unscheduled maintenance, including parts and labor.

• Performance will be evaluated based on Technical Capability, Supplier Performance Risk, and Price.

• The acquisition strategy utilizes Federal Acquisition Regulation (FAR) clauses and provisions associated with FAR Part 12 (Acquisition of Commercial Products and Commercial Services) and FAR Part 13 (Simplified Acquisition Procedures).

• Contract type: T&M/LH FFP-Hybrid contract.

• Period of Performance: Base year with two (02) optional ordering years, inclusive of a one-month phase-in and a six-month option period.

• The total contract duration, including options, shall not exceed 36 months.

• The Government reserves the right to exercise an option to extend services under FAR Clause 52.217-8.

• Offerors must register in the System for Award Management (SAM) (www.sam.gov) by the offer due date.

• Offers must be submitted via email to the points of contact listed by the specified due date and time (CET).

• Questions must be submitted in writing via email by 2:00 CET, no later than seven (07) business days after the release of the solicitation.

• Evaluation will be based on Lowest Price Technically Acceptable (LPTA) Best Value Source Selection Approach.

• Award will be made to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

• Technical Capability, Supplier Performance Risk, and Price are the evaluation factors.

• Offers must receive an "Acceptable" rating in all non-price factors to be considered for award.

• Past Performance will not be evaluated for award but will be part of the responsibility determination.

• Funds are not presently available for this acquisition; award will not be made until appropriated funds are available.

• This acquisition is not set-aside for small business concerns.

• A site visit is scheduled for Germersheim Army Depot (GAD), Germany.

• Offerors must acknowledge all amendments to the solicitation.

• The Government will award only one (01) contract on an ALL OR NONE basis.
