Justification for Sole Source
The Government believes Fuller Engineering Company is the only vendor capable of meeting the requirement within the necessary timeframe. This is due to an urgent need to replace the VFDs, which are in poor repair, require frequent maintenance, and are no longer fully compatible with the Building Management System, posing a risk to surgical services if they fail. The Indianapolis VAMC has standardized on ABB VFDs. Fuller Engineering has prior experience with the affected AHUs and ABB VFDs, has the required units in stock for quick delivery, and possesses the capability for start-up testing.
