Scope of Work
The contractor will provide annual Air Changes per Hour (ACH) certification testing for HVAC systems and components in designated spaces. Key tasks include:
- Measuring air volume and calculating ACH.
- Evaluating duct leakage and verifying pressure differentials.
- Identifying deficiencies and recommending corrective actions. Corrective work is outside the scope unless separately ordered.
- Ensuring compliance with ASHRAE 170-2013, VHA Directive 1116(2), VA Design Manuals (PG-18-10), Joint Commission standards, and applicable NFPA and OSHA requirements.
- Services will be performed at the John Cochran Division (Building 1) and Jefferson Barracks Division (Buildings 53 and 55). The current Building Automation System (BAS) is Web Control from Automated Logic.
Contractor Requirements
Bidders must possess significant experience, be TABB-certified, and hold a Class A Air Conditioning and Refrigeration Contractor's (ACR) license. TABB-certified supervisors and technicians are required. While the PWS references NEBB or AABC standards, TABB certification is explicitly required.
Contract Details
- Contract Type: Firm-Fixed-Price.
- Performance Period: A Base Year (June 1, 2026 – May 31, 2027) with four (4) Option Years, extending the potential performance through May 31, 2031.
- Estimated Value: Approximately $19 Million for the total contract.
- Set-Aside: Total Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). If an award cannot be made, the solicitation will be cancelled and resolicited.
