Quick Summary

The Department of Veterans Affairs (VA) is conducting a Request for Information (RFI) / Sources Sought to identify potential sources capable of providing a Portable Fourier Transform Infrared (FTIR) multi-gas analyzer, equivalent to the GASMET Model GT5000-HS Kit Terra. This RFI is for planning purposes only and is not a solicitation. Responses are due by April 7, 2026, at 10 AM Pacific Local Time.

Scope of Work

The VA San Diego Healthcare System's Environment Health & Safety (EH&S) Service requires this analyzer to support hazardous substance release response, exposure assessment, and air monitoring operations. Key requirements include:

  • Product: Self-contained FTIR multi-gas analyzer using mid-infrared spectroscopy.
  • Functionality: Integrated gas sample cell and sampling pump, complete field kit for one operator.
  • Capabilities: Simultaneously quantify at least 40 distinct gas species, provide real-time numerical concentration readout, log data, and identify unknown gases using a spectral library (minimum 3,000 compounds).
  • Performance: Minimum detection limits in the low ppm range for common toxic industrial gases. Must be portable (under 25 lbs), battery-powered (minimum 3 hours continuous operation), and rugged with environmental resistance (IP54 or better).
  • Support: Operating training, operator/service manuals, and a minimum 1-year warranty are required.

Submission & Timeline

  • Response Due: Wednesday, April 7, 2026, by 10 AM Pacific Local Time.
  • Submission Method: Via email to Hestia.Sim@va.gov.
