Quick Summary
The Department of Veterans Affairs (VA) has issued a Special Notice for a Justification for Single Source Award to Simoneau Sterling Midwest Corp. This notice details the intent to procure Boiler Interface Displays for the Minneapolis VA Health Care System (MVAHCS). The acquisition covers four Preferred Instruments Operator Interface Terminal Displays (BMU-OIT15X-W) for Cleaver Brooks boilers, including installation, programming, training, and a 1-year warranty.
Scope of Work
The requirement is for:
- Four Preferred Instruments Operator Interface Terminal Displays (BMU-OIT15X-W).
- Technician travel for installation.
- Installation, programming, and operations checks of the equipment.
- Training for MVAHCS personnel.
- A 1-year warranty on the purchased equipment. These displays are for existing Cleaver Brooks model DL-68-RH and DL-72-RH boilers.
Justification for Single Source
The current boiler displays are non-functional and require replacement. The existing boilers are proprietary equipment manufactured by Preferred Utilities Manufacturing Corporation, which exclusively designates Simoneau Sterling Midwest Corp as its vendor for supplies and installation in the Midwest region, including Minnesota. Third-party interface displays are not permitted due to the proprietary nature of the equipment. Replacing the entire boiler system is deemed cost-prohibitive. Market research, including a sources sought notice, only yielded a response from Simoneau Sterling Midwest Corp, confirming the lack of other viable sources. Neither the VA Rule of Two nor the SBA Rule of Two could be met.
