Third-party interface displays are not permitted due to the proprietary nature of the equipment. Replacing the entire boiler system is deemed cost-prohibitive. Market research, including a sources sought notice, only yielded a response from Simoneau Sterling Midwest Corp, confirming the lack of other viable sources. Neither the VA Rule of Two nor the SBA Rule of Two could be met.
