- Disconnecting, demolishing, and disposing of existing heat exchangers and associated components.
- Providing and installing new vertical, Steam-to-Water, Semi-Instantaneous, Double-Wall, Cupro-Nickel Tube and Shell heat exchangers with specific GPMs and control valves for each building.
- Installing new steam piping, condensate piping, relief valves, fittings, gages, and electrical connections.
- Providing and installing temporary hot water systems for all four buildings during replacement, with specific GPM requirements (38 GPM for Bldgs 1, 2, 29; 75 GPM for Bldg 24).
- Phasing priority: Bldgs 24 & 29 first, then Bldgs 1 & 2.
Key Requirements & Clarifications
- Work hours are Monday-Friday, 8:00 a.m. to 4:30 p.m., with minimal after-hours work requiring COR approval.
- Hot water outages are limited to a maximum of four hours per building, requiring two weeks' advance scheduling and approval. No hot water turn-off for inpatient facilities or kitchen areas.
- Steam supply pressure for Bldgs 1, 2, 29 is 15-psig; forged steel or stainless fittings are required for 15 psi+ steam systems. VHA Directive 1810(1) on cast iron fittings does not apply if pressure reducing valves are adjusted below 15 PSIG for these buildings.
- Hazardous material testing has not been completed.
- Contractor is responsible for Siemens Building Automation System (BAS) integration as a sub-contractor, including feasible monitoring parameters.
- Approved equals or better are acceptable for replacement heat exchangers. New Pressure Reducing Valve (PRV) assemblies are required.
- Compliance with Buy American clause and bonding requirements.
- Texas Sales and Use Tax exemption applies to materials incorporated into VA real estate; proposals should exclude these taxes.
