Key Requirements & Special Conditions

  • Source Approval: This is a Flight Critical item requiring engineering source approval by Naval Air Systems Command. Only approved companies are eligible for award. New manufacturers must submit a Source Approval Request (SAR) by the closing date, including detailed documentation (configuration drawings, process/operation sheets, purchase orders for similar items, comparative analysis, inspection method sheets).
  • Quality Assurance: Markings must comply with MIL-STD-130. Critical and major characteristics require 100% inspection. Plating, hardness, and non-destructive testing (NDT) also require 100% inspection. NDT companies must be NADCAP accredited or ISO 17025 accredited.
  • Critical Manufacturing Processes: Heat Treat, Cadmium Plating, and Material Processing Requirements (MPR) are applicable.
  • Production Lot Testing (PLT): 100% of production lot samples will be randomly selected and shipped to Lakehurst for a 165-day testing period. Offerors may request a waiver for PLT if identical production articles were furnished within the last three years from the same production location, with a specific certification.
  • Mandatory Inspection: 100% Procurement Contracting Officer (PCO) mandatory inspection at source under DCMAO Quality Assurance Representative (QAR) surveillance. Special inspections include Magnetic Particle, Surface, High Shock, and Mechanical Vibration Tests.
  • Final Inspection: The contractor must notify the PCO and NAWC Lakehurst QA 14 days prior to final inspection.
  • Data Requirements: Extensive inspection and certification data are required for PLT units and concurrently with final inspection, covering dimensional inspection, finish, part identification, hydrostatic/shock tests, material properties, packaging, and various plating/treatment processes.
