This is a pre-solicitation notice for a Blanket Purchase Agreement (BPA) to acquire meals for troops on Inactive Duty Training/Unit Training Assembly (IDT/UTA) at Offutt AFB, Nebraska. The 49th Intelligence Squadron (IS) has an ongoing requirement, and the 55th Contracting Squadron (CONS) plans to award a BPA to one contractor.

• Availability for delivery of Breakfast, Lunch, and Dinner options, including Venga (vegan) and Gluten-Free variations.

• Delivery must be available upon 15 days' notice within specified 30-minute windows.

• Items must be available for delivery 24 hours a day, 7 days a week during winter operations (October – April).

Statement of Need (SON)

This document outlines the need for a Blanket Purchase Agreement (BPA) to provide three meals per day (breakfast, lunch, and dinner) to approximately 40-50 Traditional Reservists of the 49th Intelligence Squadron (IS) during their scheduled Inactive Duty Training (IDT) Weekends, also known as Unit Training Assemblies (UTA).

• Provide breakfast, lunch, and dinner for 40-50 personnel per day during bi-monthly "super drill" weekends (four consecutive days).

• Meals must be ready-to-eat or reheatable (dinner only) and provided as grab-and-go items.

• Flight meals must be picked up the day prior to flying operations and require no reheating.

• A fiscal year schedule will be provided by August 31st, with specific numbers and delivery windows provided 15 calendar days prior to each event.

• Meals must meet specific nutritional guidelines: Breakfast 500-800 kcal; Lunch/Dinner 800-1,000 kcal.

• Emphasis on whole-food, minimally processed options, avoiding highly processed foods, excessive fats, sugars, and sodium.

• Meals must accommodate dietary restrictions, including vegan, vegetarian, and food allergens, with specifications provided 15 days in advance.

• Beverages (milk/juice, water, tea, etc.) must be single-serve, at least 12 ounces.

• Packaging must be individually sealed/tamper-evident, labeled with contents, allergens, prep date/time, and reheating instructions.

• Delivery windows are strict (e.g., 0700-0730 for breakfast, 1100-1130 for lunch, 1500-1530 for dinner) and failure to meet them constitutes a contract failure.

• Refrigerated items must be at 40°F and frozen items at 0°F.

• A ServSafe-certified kitchen manager and drivers/handlers following industry standards are required.

• Period of Performance: Indefinite delivery via BPA calls, aligned with the fiscal year drill schedule.

• Delivery Location: Primary location is the South side of Bldg 301D (Martin Bomber Building), Offutt AFB, Nebraska.

• Contractor is not required to be local but food must be prepared locally to ensure proper temperature upon arrival.

• Base access will be managed via a company spreadsheet list for personnel and vehicle inspections.

• Contractor must comply with Offutt AFB rules and regulations.

• Payment will be via GPC card upon delivery, inspection, and acceptance; no advance payments.

Inadequate nutrition for Traditional Reservists, degrading focus, performance, recovery, and compliance with fitness standards, leading to reduced readiness and potential failures in physical fitness assessments.
