Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this SOW is to remove the existing, deteriorated HF antenna mount foundation on the USCGC VIGOROUS and to fabricate, install, and coat a new HF Antenna Mount to restore the system to full operational condition.

• Foundation Removal: Crop the existing welded foundation from the mortar deck.

• Interference Management: Remove and reinstall interferences in the Commanding Officer’s Cabin as needed to access the work area.

• Deck Inspection and Repair: Inspect the decking beneath the old foundation and install a doubler plate if necessary.

• Fabrication and Installation: Fabricate and install a new HF Antenna Mount according to SFLC Specification 0740.

• Coating: Apply Coating System in accordance with SFLC SS 6310.

• Primary Period: May 11, 2026, through May 22, 2026

• Secondary Period: May 25, 2026, through June 5, 2026

• Place of Performance: Onboard the CGC VIGOROUS, 4000 Coast Guard Blvd, Portsmouth, VA 23703.

• Welding: Must be done in accordance with SFLC Specification 0740.

• Coating: Must be applied in accordance with SFLC SS 6310.

• Fire Watch: Ship’s Force will provide two fire watch standers daily (0800-1600).

• Government Furnished Information (GFI): SFLC Specification 0740 and SFLC SS 6310 will be provided.

• Government Responsibilities: Ship's Force will remove the HF Antenna and Amplifier prior to work commencement.

• Security: All contractor personnel must possess a valid REAL ID-compliant driver’s license or acceptable alternative for base access.
