5.56 AR Rifle and Accessories

Request for Information (RFI)

This RFI is issued by the Department of Homeland Security, United States Secret Service, Program Directorate/Division, for procurement planning purposes. The government is seeking information on market capabilities for a contemplated effort to procure 5.56x45mm AR-15 style Duty Rifles. This RFI is not a request for proposals or quotes and does not commit the government to any future solicitation or award. Costs associated with responding are not reimbursable.

Interested parties are requested to submit a capability statement addressing:

• Description of existing capability, machinery, proposed services/product solutions, and technical data.
• Physical location of facilities.
• Lead time/schedule information for delivery.
• Recent (within 5 years) and relevant experience.
• Identified challenges and risks associated with meeting requirements and proposed mitigation strategies.
• Reference specific contracts, teaming arrangements, or subcontracting details if applicable.

The contemplated effort is anticipated to be a firm fixed price contract with a base period and four option periods. The North American Industry Classification System (NAICS) code is 332994 - Small arms, ordnance, and ordnance accessories.

• Capability statements must not exceed three (3) total pages and use a minimum 12-point Times New Roman font.

• The government will review statements to determine if firms can satisfy requirements based on demonstrated understanding, capability, approach, qualification, and past experience.

• Submissions must include: Organization Name, Address, CAGE Code/EUI Number, Business Size (under NAICS 332994), Small Business Type(s) (if applicable), and primary point of contact information.

• Responses should be nonproprietary where possible, but proprietary information will be respected if marked.

• All responses must be submitted electronically via email no later than 4:00pm Eastern Time (ET) on December 5, 2025.

Statement of Work (SOW)

This Statement of Work (SOW) details the requirements for a 5.56 x 45mm duty rifle for the United States Secret Service (USSS).

• The rifle must be new manufacture, semi-automatic, and equipped with sound suppression for all environmental conditions.

• It must exhibit a manual of operation consistent with the agency's existing SR16 AR style Service Rifles.

• The weapon shall be operable by a right-handed shooter without modification.

• Offerors must be the Original Equipment Manufacturer (OEM) of the serialized lower receiver; site inspection may be required.

• Finish: Dark subdued, rust/corrosion resistant finish, unaffected by common gun cleaning solvents.

• Chambering: Current SAAMI Specifications for 5.56 x 45mm, functioning with ammunition ranging from 55 to 77 grain, and frangible ammunition.

• Dimensions:

  • Height: Max 8 inches (without accessories or magazine)
  • Weight: Max 8 pounds (including suppressor, without accessories or magazine)
  • Overall Length: Max 29 inches (with stock folded, including suppressor)
  • Barrel Length: 12.25 - 14 inches (measured from closed bolt face to end of muzzle, excluding muzzle device)

• Operating System: Direct-impingement gas-operated or short-stroke gas piston system.

• Barrel: Minimum service life of 10,000 rounds, with service life defined by specific MOA and velocity decrease metrics. Barrel must be free of defects and have a chromium-plated or equivalent corrosion-resistant bore and chamber. Muzzle must have an appropriate attachment device for the suppressor; crush washers are not acceptable.

• Suppressor: Must be supplied with the HUXWRX FLOW 556K suppressor, mounted to manufacturer specifications.

• Mode of Fire: Semi-automatic.

• Fire Selector: Ambidextrous, single lever paddle, with two positions (Safe and Semi-automatic), rotating 90 degrees, and a perceptible spring detent load. SAFE position must prevent trigger release.

• Trigger: Non-adjustable, two-stage trigger, weighing 4.0 lbs minimum and 6.5 lbs maximum. Must have a smooth face, not be wider than the trigger guard, and not pinch the trigger finger while wearing gloves.

• Charging Handle: Situated in the upper receiver, non-reciprocating, operable with one hand, and ambidextrous with a latch release system.

• Bolt Hold-Open Device: Magazine activated, manually operable, and must hold the bolt open when the magazine is removed or when a full magazine is inserted until manually released.

• Magazine Well: Compatible with Magpul PMAG 30 AR/M4, 5.56x45 Magazines (NSN 1005-01-628-5106 and NSN 1005-01-615-5169). Magazine release must securely retain and allow free fall of the magazine when activated.

• Lower Receiver: Serialized and warrantied for a minimum of 20,000 rounds.

• Upper Receiver: Equipped with a Mil-Std-1913 Picatinny attachment rail.

• Forend/Handguard: Modular, free-floating, minimum 9.0 inches (6:00 o'clock position), with at least 8.0 inches of configurable rail (1913) mounting space at 3:00, 6:00, and 9:00 o'clock positions. Must accommodate M-Lok rail segments or have permanently attached rail segments. Must allow attachment of QD sling swivels. Upper rail must align with receiver rail.

• Pistol Grip: Securely attached, not interfering with selector lever. Must be MAGPUL MIAD GEN 1.1 Grip Kit – Type 1 #MAG520, Black.

• Buttstock: Must be MAGPUL CTR Carbine Stock #MAG310 with a folding stock adapter, Black.

• Sling Mount: Means to mount a sling at the rear of the receiver and handguard via quick-detach swivel. All mounting points shall be rotation limited (4-position).

• Offerors must be the OEM of the lower receiver.
• Barrel service life and performance metrics are specified.
• Specific components (suppressor, pistol grip, buttstock) are mandated.
• Compatibility with specific magazine types is required.
