Statement of Work (SOW) / Performance Work Statement (PWS)

To replace two aging and obsolete chain-driven vehicle access gate operators at the U.S. Geological Survey (USGS) St. Petersburg Coastal and Marine Science Center (SPCMSC) with modern, reliable equipment to maintain facility security.

• Provide all materials, labor, equipment, travel, and supervision.

• Remove two existing chain-driven gate operator units and associated components.

• Properly dispose of or recycle removed units.

• Install and assemble two new Max Controls Max 2200 PRO slide gate operators or equivalent.

• Calculate necessary motor size, assess engineering requirements, and account for oversized gate accommodations and power requirements.

• Coordinate with the remote access security software company for integration.

• Gates must be properly functioning, running smoothly, and programmed to close and open limits.

• Safety components must be securely mounted and accurately identify potential hazards.

• Entry and exit loop sensors must be properly installed, weatherproofed, and react to various vehicle types.

• Integration between gate operators and security software must be fully connected.

• USGS staff must be trained on gate operator functions prior to acceptance.

• Place of Performance: St. Petersburg Coastal and Marine Science Center (SPCMSC), 600 4th Street S., St. Petersburg, FL 33701.

• Period of Performance: 60 days from award date.

• Vendors are encouraged to inspect the property prior to bidding.

• A site visit is highly encouraged and will be conducted five business days after solicitation posting.

• The east gate measures 28 ft. in length; the south gate measures approximately 58.5 ft. in length.

• New loop sensors and a Photo Eye infrared sensor are required for each gate.

• Coordination with Convergint Technologies (SSA Integrator of Record) is required for security system connection.

• Contractor workmanship is warranted for a minimum of 12 months.

• Contractor employees must carry picture ID and be accompanied by SPCMSC personnel in office spaces.

• Possession of firearms, alcoholic beverages, or drugs on Government premises is prohibited.

• Cameras are not allowed on site unless an appropriate pass is issued.

• Vehicles, persons, and property are subject to search.

• 3-day advance notice required for utility/service interruptions.

• Contractor must comply with all applicable laws, codes, and regulations.

• Contractor is responsible for verifying site conditions.

• Work shall not restrict nearby pedestrian or vehicular traffic and must not interfere with ongoing operations.

• All materials and workmanship are subject to inspection and approval.

• Final inspection and acceptance by USGS Technical Liaison.

• Contractor shall furnish all necessary materials and equipment, which must be commercially available products of reputable manufacturers.

• Any discrepancies in specifications must be submitted to the Contracting Officer.

• Scheduling must minimize interference with government activities.

• Contractor may use utility services and toilet facilities subject to approval.

• Contractor must promote natural environment and protect health and well-being (Green Acquisitions).
