Scope of Work
The contractor will be responsible for furnishing all labor, materials, supervision, and equipment to produce and supply approximately 6,350 tons of PG58-34 HMA, with an option for an additional 1,850 tons. The HMA must include 1% Type 3 (lime) anti-strip additive and aggregate conforming to specified standards (Tables 703-4, 703-07) with a ¾ inch nominal maximum size. A mobile asphalt plant, capable of producing 120 tons per hour, must be located at the Norris Junction Pit within YELL. YELL trucks will pick up the asphalt (FOB contractor's plant site). Special requirements include thorough cleaning and inspection of all equipment before entering the park to prevent non-native species, an approved weed management plan, and compliance with OSHA safety regulations.

Submission & Evaluation
Quotes are due by May 28, 2026, at 12:00 PM Mountain Time and must be submitted via email in PDF format. Evaluation will be based on "best value", considering price, technical capability, and past experience. Technical capability requires direct experience with HMA and mobile plants, including a detailed timeline, daily work schedule, certified personnel, and valid CDL licenses. Offerors must demonstrate two direct experiences with similar projects within the last three years. Quotes must remain valid for a minimum of 180 days.

Offerors must be registered in SAM.gov with an active Unique Entity Identifier (UEI). The Statement of Work (SOW), a Gravel Pit Inspections Report, and a Wage Determination (2015-5407 for Park County, Wyoming) are provided as attachments. Service Contract Labor Standards apply. Invoices must be submitted through the IPP invoice platform. RV sites may be available for contractor crew at a monthly charge.
