Quick Summary
The Department of Veterans Affairs (VA), specifically the Veterans Health Administration (VHA), is conducting market research through a Request for Information (RFI) for a High Frequency (HF) Radio Network (HFRN). The goal is to identify capable sources to procure, install, configure, test, and train personnel for an HFRN across approximately 210 critical medical and support facilities nationwide. This network will serve as a "last-resort" communication system during primary system disruptions. Responses are due by April 2, 2026, at 2:00 PM EDT.
Purpose & Scope
The VHA aims to establish a resilient, independent long-range communication capability to ensure continuity during disasters or cybersecurity incidents, with the HFRN fully operational by July 2027. The scope includes providing comprehensive HF radio network solutions, installation and integration support, deployment strategies, training, maintenance, and ongoing support services for facilities across the nation, as detailed in the provided VHA Facility Inventory.
Requested Information
Respondents are asked to provide capability statements addressing:
- HF Radio Network Solutions: Details on hardware, features, technical specifications, interoperability, fixed/mobile/hybrid configurations, handset usability in austere conditions, secure communications (minimum AES 256 encryption), digital/analog capabilities, and voice/data content for PHI/PII sharing. Also, site readiness, physical security, facility roles, and permitting requirements.
- Installation and Integration Support and Deployment Strategy: Recommended nationwide configurations, advice on turnkey vs. multivendor approaches, known geographic constraints, lead times, production capacity, installation requirements (power, grounding, antennas, space, cabling), and site survey processes.
- Training, Maintenance, and Support Services: End-user and technician training offerings (curriculum, delivery methods, duration), post-installation support, maintenance, warranty options, and 24-hour helpdesk services.
- Corporate Capability: Experience with HF or emergency communications, past performance with large-scale federal deployments, and available contract vehicles.
- Rough Order of Magnitude (ROM): Detailed pricing estimates for equipment, installation, training, and support, along with performance metrics for repair/maintenance and volume discount structures.
Submission Instructions
Interested vendors must submit a written response (maximum 20 pages) in PDF format, named "HFRadio_companyname.pdf". Submissions should include company name, address, DUNS/UEI, business size/socioeconomic status, NAICS codes (primary NAICS 334220), confirmation of performing at least 50% of the work for small businesses, and point of contact information. Email submissions to david.gabrysiak@va.gov and debra.clayton2@va.gov.

Additional Notes
This RFI is for informational and planning purposes only and does not constitute a solicitation or commitment by the government. The government will not pay for any costs incurred in response. Recent Q&A clarifications indicate that site surveys have not been completed, and vendors should recommend RF power levels and base/mobile station configurations based on facility locations. The VHA Facility Inventory provides a comprehensive list of potential work sites.
