Scope of Work
The VA is seeking information on solutions that include:
- Body Worn Cameras: Features like reduced motion blur, low-light performance, multiple microphones, wireless upload, streaming, "Find my camera" function, verbal transcription, end-to-end encryption, minimum 12-hour battery life, and up to 120-second buffering.
- Vehicle Mounted Cameras: High-definition dual-view, at least 12x zoom, AI processing for Automatic License Plate Recognition (ALPR), interior camera with infrared, wireless microphone, GNSS, secure storage, automatic event transition, 24-hour video recall, mobile data terminal app, multi-cam playback, automatic time synchronization, prioritized upload via 4G/LTE, live stream, alerts, and location updates.
- Associated accessories, camera licensing, and video storage services.
- Solutions must be compatible with and integrate into the existing Axon video storage system.
- All solutions must comply with VA information security, privacy, and breach notification policies, including FISMA, NIST standards, and FIPS 140-2 validated encryption. Cloud services must be FedRAMP certified.
Submission Requirements
Interested companies should provide:
- A capabilities statement addressing how they meet (or don't meet) the draft requirements.
- Feedback or suggestions on the draft requirements.
- Company details: name, address, point of contact, and business size status (e.g., SDVOSB, VOSB, HUBZone, WOSB, Large Business) relative to NAICS 334310 (750 employee size standard).
- Confirmation of manufacturer, authorized distributor, or reseller status, and compliance with the Non-Manufacturer Rule and Limitations on Subcontracting.
- Lead time for delivery and scalability with quantity.
- Federal Supply Schedule (FSS) or other Federal Government contract information, if applicable.
- General pricing information (for market research only).
- SAM.gov Unique Entity ID/Cage Code.
- Buy American Act compliance details, including country of origin, domestic content percentage, manufacturer location, and BAA/TAA compliance.
