This solicitation is for the upgrade of the Avigilon CCTV system in Parking Structures 1 and 2 at the Jennifer Moreno Medical Center, VA San Diego Healthcare System. The upgrade aims to address existing blind spots and functional issues to enhance safety for patients, staff, and visitors. All upgrades must be compatible with the current Avigilon CCTV system.

• Installation, removal, relocation, and certification of IP security surveillance cameras and network video recorders (NVRs).

• Specific equipment includes:

  • (21) Avigilon 360 Degree 32MP (H5A) Cameras with IR Rings (15 replacements, 12 new).
  • (3) Avigilon PTZ 36x 8MP (H5A) Cameras at existing PTZ locations.
  • (3) Avigilon License Plate Recognition (LPR) Cameras at new locations.
  • (1) Avigilon NVR6 Premium 360TB Network Video Recorder.
  • (24) Avigilon Enterprise Licenses.
  • (3) Avigilon License Plate Recognition Licenses.

• Installation includes power, network connections, licensing, and cabling in accordance with manufacturer specifications and VA Technical Information Library (TIL) guidelines.

• Contractor is responsible for all additional equipment, labor, supervision, and materials.

• Existing equipment removed must be returned to VA San Diego Police Service.

• Accurate camera location naming in software is required.

• Contractor must provide a work plan, pre-installation design package, and as-built drawings.

• Infection control measures must be implemented.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: 90 days after receipt of order.

• Place of Performance: Jennifer Moreno Medical Center, 3350 La Jolla Village Dr., San Diego, CA 92161.

• All quotes must be sent to victor.oliveros@va.gov.

• Offer Due Date: June 8, 2026, 15:00 PDT.

• Award will be based on the lowest price that meets all requirements.

• This acquisition is unrestricted.

• Offerors must be authorized dealers, distributors, or resellers for the proposed brand name or equal equipment and must submit an authorization letter with their quote.

• The Small Business Administration's nonmanufacturer rule waiver has been granted for NAICS 334310.

• Offerors must be certified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and listed in the SBA certification database.

• This RFQ is a brand name or equal requirement for Avigilon Equipment.

• Offerors must be authorized dealers, distributors, or resellers for the proposed Brand name or equal at the time quotes are due. An authorization letter from the OEM is required with the quote.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services/items for a Surveillance System at the VA San Diego Health Care System. This announcement constitutes the solicitation; quotes are being requested, and a separate written solicitation will not be issued.

• The specific product or service is a "Surveillance System".
