Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, with Bruker Biospin Corporation for the purchase and installation of a 5mm 900 MHz Room Temperature Probe for an existing Bruker NMR System. This is a Special Notice under FAR 13.106-1(b)(1). Responses from other interested parties will be considered solely to determine if a competitive procurement is feasible. Responses are due June 10, 2026, by 8:00 AM ET.
Scope of Work
NIST's Biomolecular Structure and Function (BSF) group requires a back-up room temperature probe for its aging 900MHz Bruker NMR system, located at NIST-IBBR in Rockville, MD. The primary probe is underperforming, causing significant downtime (50% in FY25, 25% projected). The new probe is critical to maintain world-class measurement capabilities for the biomanufacturing program.
The required probe must be:
- A 5mm 900 MHz Room Temperature Probe.
- Fully compatible with the existing Bruker 900 MHz AVANCE III NMR system.
- Controllable by Bruker Topspin 3.7 software.
Bruker Biospin Corporation is identified as the only known vendor capable of providing the required probe and installation due to these specific compatibility requirements.
